The Civil Guard issued instructions from the General Staff to all commanders on April 16 to prepare a monographic report on the cybersecurity actions of the Armed Institute related to the coronavirus.

Among the material that was ordered to be collected is the "identification, study and follow-up in relation to the situation created by Covid-19 of disinformation campaigns, as well as publications denying hoaxes and fakes news susceptible to generating social stress and disaffection to institutions of the Government, "notes the letter to which EL MUNDO has had access.

The terms used in this instruction are similar to those used by the Chief of the General Staff of the Civil Guard, General José Manuel Santiago , in his appearance on Sunday and which were denied by the Minister of the Interior, Fernando Grande-Marlaska.

This instruction requires a weekly report that also includes all complaints, judicial investigations and administrative complaints.

But this instruction is not the only one. The Civil Guard Cybersecurity Coordination Unit also collects information on the same statement. Thus, in his writings, in point 5, he speaks of misinformation and indicates: "The following news that may be part of a disinformation campaign aimed at creating a climate contrary to the current management of the crisis are highlighted."
