A written notice from the head physician Pavel Zvenigorodsky was received by a number of employees of the Serpukhov central district hospital and clinic No. 1 subordinate to her on March 27. In short, the general meaning of the document was this: they were ordered to urgently go to work in an infectious diseases hospital, which is reprofiled to work with coronavirus patients. Absenteeism will be equated with absenteeism, in which case the employee will be disciplined.

People received the notification on Friday, they had to start working in the “infectious disease” as early as Monday, one of the doctors of the Central District Hospital told RT (the interlocutor asked not to be named after him. - RT ). At the time of the transfer of coronavirus patients in the department was not, the physician emphasizes.

“And the whole first week they were gone, preparations were underway for their reception,” he adds. “Only a few employees refused to sign this paper.”

Our interlocutor is one of those who refused. Together with him, the paper, according to the doctor, two more orderlies from his department did not begin to sign. All three are due to age or chronic illness.

“We are at risk, we couldn’t get there,” the doctor explains. He himself did not quit, having defended the right not to be transferred, and now works in another department.

“The head physician tried retirees who are over 65, forced single mothers with young children to be forcibly sent there,” an RT source said.

As a result, 27 employees wrote letters of resignation of their own free will. The rest - most of them - chose to agree and sign the order of the authorities: there was little work in the city, no one wanted to remain in a crisis without money. The working conditions to which the doctors agreed were very difficult, and the compensation for them was small. To the salary, based on the notification of the head physician, only 15% is added. In this case, the change of nurse lasts 24 hours, and without a break for lunch, the change of doctor - more than seven hours.

“Doctors still have 15 minutes to eat,” our source said. When asked about federal allowances, to which Vladimir Putin ordered the allocation of funds, the doctor cannot answer for sure: "I hope they will pay in May."

According to the physician, there are remedies in the infectious diseases hospital, but working in them is very difficult: “They work in respirators and suits, you have to wear diapers because you cannot take off the suit during the shift.”

In addition, everyone who agreed to switch to work with infectious patients was automatically placed under strict quarantine.

“They are forbidden to see families, relatives, they live in two city hotels. In the morning they are taken away to work, in the evening they are brought, ”the doctor says. These restrictions, he said, apply not only to the month of work in the infectious ward (the order of the chief physician is valid for such a period), but also for two weeks after it.

However, the living conditions, according to the physician, are not bad: “They live in double rooms, are fed there, in a hotel.”

“People over 65 should generally be in isolation”

Formally, the actions of the hospital administration do not contradict Art. 72.2 of the Labor Code of the Russian Federation. “An employee can be transferred without his consent for a period of up to one month to work not stipulated by an employment contract,” the law says. This happens "in any exceptional cases that endanger the life or normal living conditions of the entire population or part thereof."

“However, according to paragraph 19 of the decision of the Plenum of the Supreme Court of March 17, 2004 No. 2, the employee has the right to refuse to perform work to which he is transferred without his consent, in case of danger to life and health, as well as in case of transfer to execution work with harmful or dangerous working conditions, ”emphasizes lawyer Alexander Knyazev, who was contacted by several hospital staff for legal assistance. - In these cases, the employee’s refusal to perform work will be lawful, and bringing the employee to disciplinary liability for refusing to perform such work is illegal. To date, the official position of the Ministry of Labor and the Ministry of Health on the procedure for temporary transfers of doctors without their consent is not yet available. In addition, temporary transfers should not endanger the lives of workers. Especially those who are at risk - for example, people over 65 who should generally be in a regime of self-isolation. You can only engage them remotely. ”

The scandal could be avoided with a proper approach from the authorities, the doctor - interlocutor of RT believes: “Tactically wrong work with employees. One could have personal conversations, a general meeting. And they didn’t explain the situation to us at all. ”

Applications withdrawn

A few days after the mass dismissal and the appearance of information on social networks, the leadership of the CRH seems to have realized its mistake.

On April 16, another post appeared in the hospital group referring to Deputy Chief Physician Alexei Nikitin that the infectious diseases hospital was fully staffed, and “dismissals received earlier from the management of a number of employees of the primary and secondary staff of the Central District Hospital were withdrawn on their own initiative ". “The institution continues to work as planned,” concludes Nikitin.

According to an RT source in the hospital, “all those who left were called from the personnel department, asked to pick up the application and return to work in their previous position, in the same place. Most colleagues took advantage of this offer. ”

Now several departments of the Central District Hospital are completely closed, the rest are working "in a reduced mode," the source said. According to him, in order to ensure work with patients with COVID-19, the third therapeutic department was completely disbanded, "an order was received to discharge all patients within a day."
