  Delayed recovery

  Compared with the global financial crisis encountered in 2008, He Weicai really felt an unprecedented crisis when the outbreak came.

  "I'm not afraid of closing, I'm afraid of the time difference between the unsealing. We and the manufacturers in the same industry are not on the starting line, it will be a fatal blow."   The epidemic situation was serious. At that time, almost all the forces in Wuhan were fighting against the epidemic. The date of resumption of work was repeatedly delayed, never earlier than 24:00 on February 13th, to 24:00 on February 20th, and then to 24:00 on March 10th.   At that time, Luo Zhi, director of the New Private Economic Research Center of Wuhan University, was doing a questionnaire survey on Hubei, especially Wuhan private enterprises.   Compared with the small and medium-sized enterprises' eagerness for resumption of work, some regulated enterprises have not been dared to advance the process of resumption of work despite the early approval for resumption of work.

  In Luo Zhi's view, if Wuhan's economy is to develop, investment pulling is obviously the quickest way to achieve results. Both the Tiegongji and the new infrastructure can quickly drive GDP growth.

  Not long ago, nearly 100 small and medium-sized micro-catering enterprises from Wuhan jointly sent a distress letter to the Wuhan Municipal Party Committee and Municipal Government, saying that 95% of the small and medium-sized micro-catering enterprises in Wuhan were in a critical state of loss or micro-deficiency throughout the year in 2019.   "Even if the GDP data looks good, if the people find that people around them have lost their jobs, they will lose confidence in Wuhan's economy."   In addition to consumer vouchers, Luo Zhi suggested reforming Wuhan ’s provident fund system to allow free withdrawals to increase spending power. In this regard, some private enterprises have proposed to use subsidies to ease the pressure on cash flow, or to make efforts in financial policies, and financing policies are more inclined to SMEs.

  Han Leming believes that it is difficult for subsidized companies to achieve fairness, and it is easy to have a Matthew effect. It is better to subsidize the industry and fix the amount of subsidies according to the scale of production.

  As of April 10, the Wuhan Municipal Commission of Economy and Information Technology has issued six editions of "Wuhan City's Compilation of Policies for Benefiting Enterprises from Epidemic Situations", which includes 116 policies from the central government to provincial, municipal, and district levels, as well as a total of 116 policy implementation rules.
