Moscow Mayor Sergei Sobyanin on April 15 signed a third package of measures to support the capital's business. It consists of five points and complements previous efforts to assist business structures.

“Today, the country's president voiced serious measures to support the economy. Small and medium-sized businesses will receive support for the payment of wages, subject to the maximum preservation of labor collectives. In addition, the president instructed to take regional measures. Which is also absolutely correct, because each region has its own restrictive measures and, of course, have their own characteristics. In accordance with this request and given the growing problems in the economy, today I signed a resolution on the implementation of the third package of support for Moscow business, ”Sobyanin said.

So, about 300 organizations will receive a deferment until December 31, 2020 to pay advance payments for the I quarter of 2020 for corporate property tax and land tax. Among them are cinemas, sanatoriums and rest houses, companies holding conferences and exhibitions, as well as providing additional educational services.

Compensation of property tax and land payments for the II quarter of 2020 will receive landlords leasing premises for hospitality enterprises. But at the same time, the rental rate should be reduced by no less than 50%. According to the Moscow government, this should help about 1.4 thousand hotels.

Compensation of 50% of the same tax will be received by lessors of organizations working in the field of trade, public catering, household services and hotel business. This measure will affect about 2.5 thousand organizations.

In addition, construction and development businesses will receive a delay for changing the purpose of providing land and other similar payments to the city budget. In addition, the city authorities drew attention to 3.3 thousand entrepreneurs who had previously concluded agreements on the purchase of real estate rented from the city. For them, redemption payments of the II quarter will be carried forward to the end of 2020.

At the same time, the Moscow authorities will support entrepreneurs in repaying previously taken loans.

“For previously taken loans, the city budget will take upon itself subsidizing the interest rate up to 6% per annum. This measure applies to every small and medium-sized entrepreneur, regardless of type of activity. For new “stabilization” loans for financing current activities, we will subsidize the rate of up to 8%, ”Sobyanin explained.

The largest operator of the loan program will be Sberbank. He will provide a six-month deferral of payment of the principal amount of the debt. Later, other banks should connect to the program.

In addition, the head of the center for supporting the economy of Moscow, Kirill Purtov, said that the support measures already taken are not final and will necessarily be expanded.

Earlier, Russian President Vladimir Putin, during a video conference with members of the government, proposed to provide funds for the payment of salaries to employees affected by the situation with the spread of coronavirus to small and medium-sized businesses.

“The amount of support for a particular company will be calculated taking into account the total number of its employees as of April 1 of the current year based on the amount of 12,130 rubles per employee per month,” the head of state said.

Social support measures in Moscow

In addition, on Wednesday, Sergei Sobyanin also published on his blog a list of the main support measures that are being provided to the population in connection with the coronavirus pandemic. However, he emphasized that in the future, the introduction of additional assistance is possible.

“The list is not exhaustive and not final. As the situation develops, we will introduce additional support measures to help Muscovites who find themselves in a difficult situation, ”the Moscow Mayor emphasized.

Until September, the maximum unemployment benefit will be paid. If a citizen of the Russian Federation lost his job and registered as unemployed, then every month he will receive 12,130 rubles from the federal budget. In Moscow, a regional surcharge will be made to this amount in the amount of 7370 rubles.

According to the Moscow operational headquarters for economic affairs, Moscow has already allocated an additional 7 billion rubles to support residents who lost their jobs in the capital. To receive this payment, you must go to the labor exchange online and leave the necessary data for the transfer. Payment must be received on the card within 3-5 days.

In addition, from March 26, targeted support has been provided to low-income families with children. They receive electronic certificates for children’s, grocery and durable goods.

If the family has schoolchildren who are entitled to free meals at the educational institution, then starting March 26, they will receive food packages.

The Moscow Mayor’s website also reminded that all Russian families with young children up to 3 years old, who have the right to matkapital, will receive 5 thousand rubles a month until June 2020. Moreover, this amount will be paid regardless of family income.

Starting from January 1, 2020, payments are also made for children aged 3 to 7 years if the family income is below the subsistence level per person or if the parents are unemployed. The amount of financial support is 7 613 rubles for each child. If, however, children under the age of 18 are in the care of an unemployed Russian, he will receive a monthly bonus of 3 thousand rubles for each child until September 2020 inclusive.

Muscovites over 65

The Moscow government has appointed additional one-time payments to residents of the city over 65, as well as to citizens with chronic diseases, a one-time lump sum payment of 4 thousand rubles. They will also be exempted from fines for late payment of utility bills for the duration of the high alert mode. In Moscow and the region, these services can be paid online.

In addition, from March 26, they were provided with home delivery of food, essentials, medicines and medicines. The city authorities also took care of the pets of elderly Muscovites. They will be walked, and in case of hospitalization the owner will be provided with supervision.

The disabled service desk brings home rehabilitation equipment and absorbent underwear. Bedridden people with disabilities undergo home rehabilitation. The hearing impaired is provided with a sign language interpreter who informs them of the support measures and further decisions of the authorities in conditions of self-isolation.

If elderly Muscovites and residents with chronic diseases went to the cottage, then coal and firewood would be delivered to them.

To facilitate the psychological adaptation of older citizens to the regime of self-isolation, special webinars are held for them. In addition to this, various distance classes are held for pensioners participating in the Moscow program “Moscow Longevity”.

In self-isolation mode

From March 4, for all sick Muscovites, remote registration of sick leave, home delivery of sick leave, as well as an online statement, reminded Sobyanin.

Citizens of the Russian Federation who receive temporary disability benefits, as well as those who are required to comply with the self-isolation regime, will receive benefits not lower than the minimum wage from April to December 2020.

Until June 2020, owners of residential premises in Moscow and the region are exempted from paying capital repair fees and penalties.
