The meeting pointed out that, in accordance with the deployment of the Party Central Committee and the State Council, a series of policies and measures have been issued in a timely manner to support the prevention and control of epidemic diseases, guarantee the supply of enterprises, rescue enterprises and resume work and production. In terms of tax reduction and fee reduction, we adopted VAT exemption for small and micro enterprises and individual industrial and commercial households, increased the export tax rebate rate of some products, extended the loss-carrying years of enterprises such as transportation and catering and accommodation, phased reduction and exemption of corporate social insurance premiums, and delayed payment of housing Provident funds, exemption from toll road tolls, lowering the prices of electricity and gas used by enterprises, plus the last year's tax and fee reduction policies, these can reduce the burden of 1.6 trillion yuan for enterprises. At the same time, the local government's special debt quota of 1.29 trillion yuan was issued in advance according to procedures. In terms of financial support, it provided 3.55 trillion yuan of low-cost funds to financial institutions through three times of RRR cuts, re-loan rediscounts, and used to issue low-interest loans to enterprises. In addition, as of the end of March, the principal and interest of about 880 billion yuan of corporate loans have been implemented extension. In the next step, on the basis of expanding and implementing the early effective policies, we should take multiple measures to increase the implementation of active fiscal policies, and pay close attention to the procedures to issue local government special debts in advance. The study further strengthens financial support for the real economy, especially small and medium-sized enterprises. The meeting pointed out that college graduates are the future of the country and a new force in building the motherland. The number of graduates reached a new high this year, and the employment situation has become more severe due to the epidemic situation. First, we must increase efforts to support enterprise stabilization, expand jobs, and recruit graduates for employment. Strengthen the support of entrepreneurial secured loans, vigorously promote mass entrepreneurship and innovation, and promote the development of new formats and flexible employment. Second, we must develop research assistant positions to enrich the grassroots teachers and medical staff. More market-oriented methods are adopted, and the government gives policy support to encourage graduates to start their own businesses around various service needs in the community. Third, we must strengthen employment services. Study the policy of deferring student loan repayment and making good use of unemployment insurance funds, and give preferential support to unemployed graduates from difficult families. Implement special support policies for the employment of college graduates in Hubei.
The meeting pointed out that to promote the transformation of old urban communities is an important measure to improve the living conditions of residents and expand domestic demand. This year, there are plans to renovate 39,000 old urban communities, involving nearly 7 million residents, which is double that of last year. The focus is on residential areas built before the end of 2000. All localities should take overall responsibility and, in accordance with the wishes of residents, focus on the transformation and improvement of community facilities and municipal infrastructure, and improve the level of public services such as community pension, childcare, and medical care. Establish a mechanism for the government, residents, and social forces to share reform funds in a reasonable manner. The central government grants subsidies, local government special debts are given preference, and social capital is encouraged to participate in transformation operations.
In order to further promote the development of the western region and stabilize the long-term development expectations of the enterprise, the meeting decided to reduce the 15% tax rate on enterprise-encouraged industrial enterprises located in the western region due at the end of this year, and extend the implementation period. At the same time, lowering the threshold for enjoying policies will reduce the main business income of encouraged industry projects from the 70% to 60% of the total corporate income limit for the year.
