To this end, we are determined to:

1. Strengthen the establishment of an early warning mechanism for pandemic and other infectious diseases in the region, freely, openly, regularly, timely and transparently share real-time information on the epidemic situation and national response measures, exchange experience and best practices, and prevent epidemic outbreaks. Provide mutual technical support for control and clinical treatment. 2. 6. Encourage 10 + 3 parties to support each other's public health human resources development and capacity building, including supporting the upgrading of health facilities for the prevention and treatment of infectious diseases, training public health personnel, and providing students from ASEAN countries with education and training institutions in China, Japan, and South Korea in related disciplines. 7. To ensure that there are sufficient funds to support the prevention and control of the epidemic and protect the people, discuss the allocation of a certain amount from the existing 10 + 1 cooperation fund and 10 + 3 cooperation fund, including possible additional financial support from external ASEAN partners, and set up to respond to public health emergencies. 8. 10. 13.
