The Marine Corps amphibious attack helicopter is expensive and slow, but there are many sayings about whether to improve the use of domestic Surion, or to introduce the world-class amphibious helicopter viper (AH-1Z), which can maximize the efficiency of the US-ROK operation. Marines, of course, prefer the Viper class. However, the results of prior research by the Defense Agency for Technology and Quality, which is an alternative procedure during domestic development and foreign introduction, are domestic development, that is, Surion-derived.

There have been two previous studies to introduce the Marine Corps Landing Attack Helicopter. Four years ago, the Institute of Security Management did it first. The conclusion was, "Overseas introduction is advantageous." It was found that the viper attack helicopter was superior in performance and cheaper than the Marion armed type that added various armament and bulletproof functions to Marineon, which improved KAI's multipurpose transport helicopter Surion to a landing fighter. The introduction period was also short because the viper had no development period.

A previous study by the Defense Agency for Technology and Quality, which ended last month, overturned the result of the previous study by the Korea Institute of Security and Management. A prior study by the Defense Agency for Technology and Quality determined that the Marineon-derived type met the Marine Corps' operational capability ROC and had a great effect in promoting the domestic defense industry. For four years, domestic and foreign helicopter industries have been uneventful, but only the results of previous studies have changed.

As the controversy over the Marine Corps attack helicopter became hot, the Defense Agency for Technology and Quality is slowly taking off. The main subject of this preliminary study is not the Defense Agency for Technology and Quality, but the Defense Agency. The Defense Agency for Technology and Quality claims that it did only what the Defense Acquisition Service did.

● Preliminary Research by Korea Institute of Security & Management "Overseas introduction is advantageous"

In July 2015, the military commissioned the Korea Institute of Security and Management to conduct a preliminary study to convert the Marine Corps landing attack helicopter into a medium-term project. It was the first step to change the long-range plan of the Marine Corps attack helicopter project into a medium-term plan to be promoted within 10 years.

The Korea Institute of Security and Management reported the results of a prior study to the military in February 2016, seven months later. The main reason was that foreign introduction was more advantageous than domestic development. Based on 24 Marine amphibious attack helicopters, US helicopters' Viper estimated that it costs 1.2 trillion won and KAI's marine-on armored type is 200 billion won, and it costs 1.4 trillion won.

The viper has a vertical climb speed of 14.2 m / s, a cruise speed of 296 km / h, and a maximum speed of 370 km / h. It is equipped with various air-to-ground and air-to-air armaments. The ROC for a landing attack helicopter raised by the Marine Corps and determined by the Joint Chief of Staff is similar.

The Marineon armed model has not yet been substantiated, but the performance can be guessed by looking at Surion and Marineon. Surion has a vertical climb speed of 7.8m / s and a cruise speed of 270km / h. Marineon is hundreds of pounds heavier than Surion, so it has a vertical climb speed of 7.2m / s and a cruise speed of 264km / h. It is slower than Surion.

The Marineon armament, which is heavier than Marineon, is known to have a vertical rise speed of 7m / s and a cruise speed of 250km / h. The more armed you are, the slower the weight will be. The attack helicopter should be the fastest, but the Marineon armament is the most prominent of the Surion derivatives.

In addition, the Marineon armed forces need a period of development, so they are very late to be delivered to the Marines. Development costs also cost hundreds of billions of won. This is why the total operating cost is higher than the Viper. The Institute of Security Management compared the ROC's ROC with the price and performance without any political judgment, and raised the hand of foreign adoption. So, the Marine Corps attack helicopter project was promoted with foreign introduction in mind, but it has become a KAI's band-fighting drama following the prior research of the Defense Agency for Technology and Quality.

● Defense Technology Quality Institute without confidence in previous research results

The Defense Agency for Technology and Quality is a self-proclaimed research institute specializing in advanced research. As a government agency under the Ministry of National Defense, it has recently monopolized prior research. It is a very good intention and attempt to cut off the poor research conducted by private research institutes that are not reliable and capable. But this time it is very strange.

If the results of the previous Marine Corps landing attack helicopter were confirmed as domestic development, it would have to be pushed out, but the Defense Agency for Technology and Quality lost confidence in a month. The Defense Agency for Technology and Quality complained to the Defense Acquisition Program Administration when several questions were raised about the results of the previous research conducted by the Institute of Security and Management. The point is, "The main subject of prior research is the Defense Acquisition Program Administration, and the Defense Agency for Technology and Quality has only investigated and analyzed data for the prior study by the Defense Acquisition Program Administration.

It is correct that the Defense Acquisition Program Administration is the client who commissioned prior research. However, the Ministry of National Defense Technology and Quality conducted the prior research itself to examine and analyze the data. It is also marked as a prior study by the Defense Agency for Technology and Quality in various official documents. The main subject of prior research is the Defense Agency for Technology and Quality. That is why the Defense Agency for Technology and Quality calls itself a specialized research institute.

As the results of the previous research on the development of the Marine Corps attack helicopter became controversial, the Defense Agency for Technology and Quality came and pretended not to know the Marine Corps as well as KAI. This is a proof that the Defense Agency for Technology and Quality is not confident in the results of previous research on the Marine Corps attack helicopter.

On the back of the results of previous studies that were overturned in four years, there are many voices from all over the place saying that political judgments far from technical and economic evaluations are in control. That's why the name of Joo-Won Min, Jeong-Suk Kim, who joined the Blue House after serving as the secretary-general of the Auditor's Office and became the president of KAI, is being discussed with Marin On.

If you can make an attack helicopter with Surion, a domestic transport helicopter, it is perfect. However, no matter how armed and upgraded the truck, it does not become a tank. Armed with Surion, it's just an armored transport helicopter, and it can't be an attack helicopter that covers the marines landing on the enemy's coast and crushes the enemy's firepower. Surion is a beautiful multi-purpose transport helicopter.

In order to promote the domestic industry and foster the defense industry, we must challenge the development of domestic attack helicopters in the real world. The Marine Corps is a small army within the military, so if you take it, you shouldn't eat it. Marine On, Fire Helicopter, Medical Helicopter, Police Helicopter, Forest Helicopter, Coastal Helicopter… Surion has already eaten enough. If you overdo it, you will get off. This is a clear example of the July 17, 2018 Marine On crash.
