The "Measures" clarify seven types of illegal acts that destroy cultural relics: (1) Setting up stalls and communication equipment on the main body of the Great Wall; (2) Organizing tours that are not approved to visit the Great Wall; (3) Climbing not approved to visit the Great Wall (4) Scribing, smearing, or otherwise intentionally damaging the Great Wall; (5) Illegal movement, dismantling, defacement, or destruction of the Great Wall protection signs; (6) Elevating ladders, digging pits, poles, and accumulating garbage on the Great Wall; (7) For other acts that endanger the safety of the Great Wall, etc.

The "Measures" stipulates: Scenic spots will impose corresponding administrative punishments on illegal and uncivilized actors who destroy cultural relics; those that constitute criminal offences will be dealt with by public security organs according to law; meanwhile, illegal and uncivilized acts that destroy cultural relics will be included Records of uncivilized tourism in scenic spots, and included in the "tourist blacklist" of scenic spots. The scenic spot will no longer accept bookings and visits by relevant actors.

The Measures also stipulate that if the guardian ’s guardianship responsibility is missing or faulty, resulting in the act of destroying cultural relics by the guardian, the guardian shall be subject to the same disciplinary measures as the offender.

The Badaling Great Wall Scenic Spot also calls on the Great Wall Scenic Spots across the country to jointly punish those who destroy cultural relics and jointly reject them.
