09 April 2020 The Senate Chamber has approved the maxi-amendment entirely replacing the Dl Cura Italia, giving the confidence requested by the Government with 142 yes, 99 no and 4 abstentions. Lega, FI and FdI had announced their negative vote. The measure contains measures to deal with the health and economic emergency resulting from the coronavirus epidemic. The rules also allow for the establishment of the Alitalia newco. Now the provision, which must be converted into law by May 16, is being examined by Montecitorio.

During the examination in the Senate Budget Committee, the norms were incorporated into the text or the effects of norms contained in three other previous decrees of the law on the emergency in health, economic and jurisdictional matters were reserved. Beyond these proposals, put forward directly by the Government, several changes were approved in the Commission, substantially not onerous since the original measure already made full use of the 25 billion available for 2020 thanks to the 20 billion deviation from the target of the deficit authorized by the Rooms.

Ok of the Budget committee
Shortly before, the Senate Budget Committee had expressed a favorable opinion on the maxi substitute amendment of the Dl Cura Italia. In the courtroom at Palazzo Madama, the vote of confidence on the measure, which took place by roll call with 50 senators, took turns in the courtroom every 10 minutes, to take off.

Busy sitting
Shortly before, the president of the Senate Maria, Elisabetta Casellati, had convened the group leaders' conference. At the resumption of the session, convened at 2.40 pm, the president had invited the senators present in the hemicycle, who were preparing to vote on the confidence in the bill for the conversion of the Cura Italia decree, to leave the classroom to allow the conference to take place of group leaders. According to arrangements made at a previous meeting of group presidents, she calls for a vote on trust that should have started at 12.40.

"Since the commission has yet to be convened, I convene the group leaders' conference." This was how President Casellati communicated the decision, quickly opening and closing the session dedicated to examining the Dl "Cura Italia". On the text on which the trust was placed, the assembly has already held the explanations of vote, but the ok of the Budget committee was awaited for the opinion. The group leader meets in the classroom.

Controversy
After the declarations on trust were over, the Minister for Relations with Parliament asked for a further 15-minute stop. Tough Roberto Calderoli: "Trust has been asked for and the explanations of vote have been made. Now we vote on the text deposited and that's it. Parliament asks to vote because it has full bales".

"The text has obviously been changed, but the text approved in committee is the one that must be approved here. Casellati guarantees it." Then asked Anna Maria Bernini.

Classroom masks
As the current president, Roberto Calderoli, had already done yesterday, also the president of the Senate, Elisabetta Casellati, is today presiding over the work of the Chamber, engaged with the examination of the Cura Italia decree wearing the mask.

The memory of Senator Caruso
The Senate Chamber recalled Senator Antonino Caruso, who passed away on April 2, observing a minute of silence. In commemorating the senator, "an important protagonist of Italian institutions and political life", the president of the Senate, Elisabetta Casellati, was moved, her voice broken by emotion. "We will miss him," concluded the second state office.
