April 9, 2020 A directive to the prefects to strengthen controls for Easter was signed by the head of cabinet of the interior minister, Matteo Piantedosi. The epidemic data, it says, show "the first signs of effectiveness of containment measures". It is therefore important that these measures, it should be noted, "are fully operational in view of the imminent Easter celebrations, traditionally characterized by an increase in traffic flows, in particular on motorways and on the main suburban connecting arteries of our country".

"It is quite clear - reads the circular - that, in the current emergency context, in application of the specific provisions restricting the freedom of movement, still in force, it will not be possible for the population to make the usual transfers to places in tourist attraction ". In this regard, "in order to confirm the incisiveness of the containment measures", the prefects are invited to "devote the utmost attention in the preparation of targeted plans to strengthen the supervision and control of movements that may take place in this period, in in order to guarantee a widespread and perceptible presence of the territory by citizenship ".

In particular, the Interior Ministry urges the promotion of "any useful initiative to ensure compliance with the envisaged limitations regarding travel within the same municipality and between different locations, including the prohibition to go to homes other than the main one, including second homes used for holidays ".
