Georgy Ivanov, a member of the PMC of Moscow, told RT that since March 31, pre-trial detention center No. 7, by order of the head of the Federal Penitentiary Service of Moscow, has become the only prison to receive prisoners, they do not accept prisoners in the rest, do not take them to the courts and for investigative actions.

“Given the fact that quarantine in pre-trial detention center No. 7 is limited, since prisoners are brought there, we considered it necessary to check if it is crowded, because now women and minors should be sent there. But the administration did not admit us to the pre-trial detention center, ”he said.

According to him, at the same time lawyers went to jail.

“True, for this they had to put on chemical protection suits, but members of the PMC told the administration that they were ready to go in chemical protection suits too, but they didn’t allow us,” Ivanov specified.

He added that since the introduction of quarantine, he saw lawyers and investigators being allowed into other pre-trial detention centers.

“Thus, quarantine in the Moscow pre-trial detention center is only valid for members of the PMC,” he said.

In the Moscow Federal Penitentiary Service, RT explained that members of the PMC were not allowed to enter the isolation wards on the basis of a decision of the FSIN Chief Sanitary Inspector on quarantine in all pre-trial detention centers of the Federal Penitentiary Service of Moscow and in pre-trial detention center No. 1 of the Russian Federal Penitentiary Service.

At the same time, they did not explain the reasons why lawyers and investigators were allowed to enter the detention centers.

The head of the PMC of Moscow, Georgy Volkov, told RT that the commission was aware of the inadmissibility of the penetration of a viral infection into the pre-trial detention facilities of the capital, where there is a high density of suspects, accused and convicted.

“At the same time, we understand that public control cannot be completely abolished. We receive a lot of letters from relatives contained in these institutions who are concerned about this issue, ”he said.

He added that if necessary, and even more so in emergency cases, members of the PMC are required to visit the Moscow pre-trial detention center.

“Of course, with all the precautions, including in suits of biological protection,” Volkov emphasized.

According to him, the commission will turn to the leadership of the Federal Penitentiary Service of Russia to resolve the problem of admitting members of the commission to places of forced detention of the penal system in an epidemic.
