Liu Xiaotao was previously the first secretary of the prefecture-level municipal party committee in Guangdong. During this cross-provincial appointment, Liu Xiaotao was among the deputy ministerial ranks. This also means adding another member of the "post-70s" provincial and ministerial senior officials.

Liu Xiaotao, born in July 1970, had previously been in Guangdong for a long time.

After graduating from the Labor Economics Department of Renmin University of China in 1992, he returned to Guangdong Province. He started as a member of the Labor Bureau and served as the director of the Wages and Welfare Department of the Provincial Labor Department and the deputy director of the Provincial Labor Security Office , Director of the Office of the Provincial Department of Labor and Social Security, and Deputy Director of the Provincial Local Taxation Bureau.

In April 2012, 42-year-old Liu Xiaotao went to the local area for training. He served as deputy mayor of Maoming City, secretary of Dianbai District Committee, and mayor of Shantou City.

In June 2017, he became the secretary of the Chaozhou Municipal Party Committee and became the first secretary of the prefecture-level municipal party committee in Guangdong.

The reporter noted that recently, several provincial government deputies have assumed their new positions. Prior to Liu Xiaotao, there were already three "70s" vice governors in the new post, namely Lai Jiao, vice chairman of Ningxia Hui Autonomous Region, Zhou Hongbo, vice chairman of Guangxi Zhuang Autonomous Region, and Wu Hao, vice governor of Jiangxi Province.
