In the Ryazan region, five people died as a result of shooting near an apartment building. This was reported by the press service of the Investigative Committee.

The incident occurred on the evening of Saturday, April 4, in the village of Elatma, Kasimovsky district. The police detained the murder suspect, they turned out to be a local resident born in 1988.

According to investigators, a man from the balcony of his apartment made a remark with a group of young people who spoke loudly under his windows. After a hassle ensued, he took a hunting rifle, stepped out into the porch and shot four men and a girl.

All five of the wounds died on the spot.

The suspect was detained two hours after the murder, he testifies. Police officers found the gun in his apartment. The Ministry of Internal Affairs specified that the weapon was registered.

“Previously, the incident occurred due to a domestic conflict,” the Interior Ministry added.

The Investigative Committee on the fact of the incident opened a criminal case under paragraph “a” of part 2 of article 105 of the Criminal Code of the Russian Federation (murder of two or more persons). Forensic scientists work at the scene.

The governor of the Ryazan region Nikolay Lyubimov drew attention to the incident.

“The governor was informed about the tragedy in Elatma. Nikolay Lyubimov is following the investigation, ”his spokesman Denis Arapov told TASS.

The UK said that the procedure for identifying the bodies of the victims of the shooting was completed, their identities were established, but the agency has not yet begun to disclose their names and surnames.

The investigation intends to send the detainee to a psychiatric examination, as reported by TASS with reference to law enforcement agencies.

“As part of the criminal investigation, they plan to appoint a psychological and psychiatric examination,” the report said.

It is noted that the examination will establish the psychological characteristics, as well as the motives of the suspect.

According to Mash’s Telegram channel, 31-year-old Maxim Ukhov, 26-year-old Ilya Kondrakov, 24-year-old Viktor Kapitanov, and a married couple - Yevgeny and Kristina Tabunov, 24 and 22, were killed.

Mash also said that the attacker was 32-year-old Anton Franchikov, who allegedly worked in a local neuropsychiatric dispensary.

However, no official confirmation of this information has been received. In addition, RT contacted local neuropsychiatric institutions - the Elatom psychoneurological boarding school and the Elatom orphanage for mentally retarded children. In both institutions noted that Franchikov did not work for them. At the same time, according to other unconfirmed reports, the man did not work in the neuropsychiatric dispensary, but was registered.

In July 2019, he was fined for propaganda and public demonstration of Nazi symbols and paraphernalia. The man himself in court stated that he posted similar photos on his social networks for educational purposes, but the court found him guilty of an administrative offense.

In connection with the incident, the vice-governor of the Ryazan region Igor Grekov held an operational meeting.

“He held an operational meeting with representatives of local authorities on issues related to this incident. The necessary organizational assistance from the local authorities will be provided to the families of the victims, ”said the Governor’s press secretary Denis Arapov.

In February 2020, a shooting incident occurred at the Central Market of Kaliningrad. Then the suspect fired several shots from a hunting carbine at three passers-by. In January, a 45-year-old man fired at a court building in Novokuznetsk. An armed man shot the bailiff and seriously wounded the woman. The attacker was detained by colleagues of the deceased bailiff and employees of the Russian Guard.

As a TASS source in the law enforcement bodies of the Kemerovo region reported, the shooter was Artyom Viktorovich Pakalov, who was a victim in a criminal case on intentional destruction of property.
