Moscow authorities have identified executive authorities that will draw up protocols and impose fines on entrepreneurs for violations of the high alert regime imposed due to the spread of coronavirus infection COVID-19. This was stated by the mayor of the capital, Sergei Sobyanin. The corresponding decree was published on the portal of the Moscow City Hall.

“The following structures will control the observance of the high readiness regime according to their jurisdiction: Association of Administrative and Technical Inspections; Department of Trade and Services; Prefectures of administrative districts and district administrations; Department of Education and Science; Moscow Administrative Road Inspectorate; The State Inspectorate for Monitoring the Use of Real Estate, ”wrote Sobyanin on his blog.

At the same time, he noted that these measures should not create excessive pressure on business and citizens and will be eliminated, "as soon as the danger decreases or disappears completely."

In addition, the mayor of Moscow made a number of changes to the decree “On the introduction of high alert”.

So, retailers selling medical and opto-ophthalmic products can continue to work. In addition, cosmetic, massage and spa salons, as well as similar institutions, may continue to provide services on the basis of a license to carry out medical activities.

In addition, the requirements for all organizations and enterprises that have the right to continue working under the conditions of high alert were clarified. They must ensure that the conditions for maintaining a safe distance between employees and other safety standards are met, and also determine the number of employees in the following three groups: those who need to be present at the workplace; those who can work remotely; and those with respect to which the holiday regime applies. This information should be sent to the authorities of the capital.

“It is very important that all working city enterprises and institutions take measures to prevent the spread of coronavirus infection, including ensuring the disinfection and social distance of 1.5 m between workers and visitors. From a recommendation, this requirement becomes mandatory, ”Sobyanin wrote.

Meanwhile, Sobyanin noted that most Moscow enterprises are responsible for complying with measures for the non-proliferation of coronavirus.

“Thanks to the heads of enterprises, most of them are very responsible and with full understanding to this task. The faster we cope with the coronavirus, the faster we will return to normal work, ”the mayor added.

Earlier, the head of the department of information technology Eduard Lysenko spoke about the possibility of introducing a smart control system. In this case, Moscow residents will receive a special code for moving around the city

He noted that the capital is technically ready to launch such a system. While its implementation is not required, but authorities can resort to this measure if the situation with the spread of COVID-19 worsens or if the number of violations of the self-isolation regime increases.

It will be enough for Muscovites to notify the authorities about their plans and to have the received code with them. Lysenko explained that citizens will also be able to go to work, to a store or pharmacy, and control is necessary to identify a gross violation of the self-isolation regime, as a result of which a person exposes other citizens to the risk of infection. He added that while walking a pet or taking out the trash, Muscovites should not inform the authorities about their movements.

For movement around the city without a code, liability measures will be introduced. The system can earn after signing the corresponding regulatory act of the Moscow government. It will be possible to issue codes to citizens through the portal mos.ru or by phone.

“The issuance of such codes can be carried out online - through a personal account on mos.ru portal. In this case, it is a combination of letters and numbers that can be saved to your phone, received by e-mail or printed, ”RIA Novosti quoted Lysenko as saying.

Also, the head of Rospotrebnadzor Anna Popova said that coronavirus infection is transmitted by drip in 96% of cases. According to her, one person with pronounced symptoms can infect three more. She also recalled that the virus is able to persist on surfaces for 72 hours.

“We know that the reproduction index of this disease - one patient with a bright clinic can infect three people. If this is an asymptomatic course, then one such person is able to infect another person, ”she explained.

Speaking about the spread of the disease in Russia, Popova noted that the situation is developing according to an optimistic scenario, largely due to measures taken in the previous two months. She also said that 34-37 thousand tests for coronavirus are carried out in the country every day, and their number will be increased.

“We do not stop the export of our citizens from abroad. Why is there a temporary timeout for the arrival of flights here from abroad with our citizens? A temporary timeout is two days, Saturday and Sunday. It is necessary for us to clearly imagine who, from which country, in what quantity and where will fly to the territory of Russia, ”she said.

The Vice Premier added that those wishing to return to the country can fill out a questionnaire on the public services website, and based on these data, a schedule will be formed to maximize the number of boards traveling to one point.

Recall, as a measure to combat coronavirus, Russia on March 27 suspended flights with other countries, with the exception of flights for the return of Russians and the export of foreigners abroad. Since April 4, all flights from abroad have been suspended.

In addition, on April 4, the Cabinet approved the procedure for providing assistance to Russians who remained abroad. The official representative of the Russian Foreign Ministry, Maria Zakharova, said that the allocated funds were received at the expense of the department. The money allocated by the government, as previously reported, will be used to pay for the residence of Russians remaining abroad, and to extend the validity of documents allowing them to be in the territory of a foreign state.
