“In order to resume work on the export of Russians who are abroad and want to go to the Russian Federation, citizens need to fill out a special form on a single portal of public services. The form will be available from 00:00 on April 4. Based on these data, a schedule will be organized for export to the Russian Federation in the context of an increasingly difficult epidemiological situation, ”the report said.

It is noted that the Russians who provided the relevant information about themselves will be provided with the necessary social assistance during their stay abroad - the Ministry of Foreign Affairs of the Russian Federation allocated 500 million rubles for these measures.

“These funds will be used to pay for their temporary stay in foreign countries. Also, if necessary, the validity of the documents on the basis of which they are located abroad will be extended to our citizens. Information on the further schedule for the removal of our citizens will be presented by the operational headquarters on Monday, ”the document explains.

Earlier on April 3, Russian Prime Minister Mikhail Mishustin approved the rules of conduct when introducing a high alert or emergency.

“To approve the attached rules of conduct, binding on citizens and organizations, when introducing a high alert or emergency. This resolution shall enter into force on the day of its official publication, ”the document posted on the official Internet portal of legal information says.

It is clarified that upon receipt of an emergency signal, citizens should familiarize themselves with the “algorithm of actions” that will be transmitted on radio and television, as well as via SMS messages. After listening to the necessary information, you should be evacuated to a safe place. Citizens are required to have an identification document with them. It is also forbidden to create a threat to public safety, interfere with the work of authorized persons, disseminate knowingly inaccurate information about the situation and go over the barriers separating the danger zone.

Mishustin also recalled that the peak of coronavirus infection has not yet been passed, and urged the regional authorities to ensure that hospitals were ready to receive the infected.

“The peak of the incidence rate has not yet been reached, and developments in the most difficult scenario cannot be ruled out,” the prime minister said at a meeting of the coordinating council and the working group on countering coronavirus.

In turn, the head of the Ministry of Health, Mikhail Murashko, said that the measures introduced in the country had a significant impact on the situation with the number of seriously ill patients. Thanks to timely actions, the situation with coronavirus develops according to a favorable scenario.

“We see that the measures introduced in the country really influenced the admission of patients, the severity of patients. In fact, that curve that can develop according to different scenarios today is following a rather favorable one, ”RIA Novosti quoted him as saying.

Murashko added that in Russia, every serious patient with COVID-19 is consulted by specialists of federal medical centers.

Recall, as of April 3, the country has registered 4149 cases of coronavirus in 78 regions. Since the beginning of the epidemic, 34 deaths have been recorded, 281 people have recovered.

During a meeting of the Security Council on April 3, President Vladimir Putin explained that quarantine measures were necessary to stop the spread of infection.

Meanwhile, the Moscow City Duma explained the rules for moving around the city in a private car. Driving a car in Moscow is allowed only one at a time, exceptions may be made by persons who conduct self-isolation together, said the chairman of the Moscow City Duma Alexei Shaposhnikov.

“If one is driving in a car, he cannot put a second, third, fourth — it will be a violation of 1.5 meters, and, of course, they will be fined,” he said.

Shaposhnikov said that a family living together can be in the same car, but citizens are required to bring passports with them.
