Moscow imposed fines for violating high alert, including self-isolation. The law on amendments to the Moscow Code of Administrative Offenses was signed by Mayor Sergei Sobyanin. The day before, the document was approved by the Moscow City Duma deputies. These restrictions will be valid until May 1.

According to the innovations, residents of Moscow will be fined 4 thousand rubles for violating the self-isolation regime if their actions do not contain a criminal offense or do not entail administrative responsibility in accordance with the Code of Administrative Offenses.

Repeated violation will face a fine of 5 thousand rubles. A similar amount will be fined for those who violate the regime of self-isolation using a vehicle. In this case, the vehicle may be delayed.

Along with this, fines are provided for officials and legal entities for failure to comply with the requirements for the temporary suspension of events with the presence of people, the work of public catering establishments, retail outlets, and the provision of services for visiting citizens of such organizations and facilities.

So, for officials, sanctions will be from 30 to 40 thousand rubles, for legal entities - from 200 to 300 thousand rubles. For repeated violations - 40-50 thousand rubles and 300-500 thousand rubles, respectively.

To monitor compliance with the regime of self-isolation, public order policing points will be used that will patrol the territory assigned to them.

On the eve of Vladimir Putin made amendments to the articles of the Code of Administrative Offenses and the Criminal Code regarding liability for violation of sanitary-epidemiological rules and the distribution of fakes.

Thus, a violation of the quarantine, negligent mass disease or poisoning of people, is now punishable by a fine of 500 to 700 thousand rubles, or by forced labor for up to two years, or imprisonment up to two years. At the same time, if the violation negligently caused the death of a person - a fine of 1 to 2 million rubles, or forced labor for up to five years, or imprisonment up to five years. In the event of the death of two or more persons - punishment in the form of forced labor for a term of up to five years or imprisonment of up to seven years.

Recall that from March 30, the Moscow authorities introduced a regime of self-isolation for all residents, regardless of age, and soon the procedure for issuing special passes will be established. Places of residence can be left in case of applying for emergency medical care, trips to work, making purchases at the nearest store or pharmacy, walking animals at a distance not exceeding 100 meters from the place of residence, taking out the garbage.

At the same time, it is necessary to maintain a distance of at least 1.5 m from other people, while organizations and enterprises must ensure conditions for social distance. In addition, unemployed residents of the capital will receive compensation in the amount of 19.5 thousand rubles.

At the same time, the Moscow City Duma deputy Kirill Shchitov explained that those who clearly violate the regime of self-isolation can be fined. Otherwise, explanatory work will be carried out.

“They can be fined if, for example, people gathered, say, people to fry barbecue. It is clear that they are not at work, not at the grocery store or at the pharmacy, not at a walk with the dog, ”RIA Novosti quotes him.

At the same time, he emphasized that the regime of special passes in the capital is not yet in effect.

“Therefore, moving around the city by personal transport, traveling outside the city, entering the city - they are not prohibited and are not limited in any way. The high-alert mode has been introduced in Moscow, but since there are no special passes yet, the norm regarding vehicles is “sleeping,” Shield said.

According to the latest data, in 35 regions of Russia 3548 cases of infection with the coronavirus infection COVID-19 were registered. Over the entire period, 235 people were discharged after recovery. The largest number of confirmed cases in Moscow is 2475. At the same time, 19 people died from coronavirus in the capital, and in general 30 deaths were recorded in the Russian Federation.
