The 21st National Assembly election and finals have begun. If the voting results are on April 15th, 300 lawmakers will be confirmed to begin their term on May 30, 2020. The SBS Data Journalism Team [Apocalypse] organized and analyzed this candidate following the preliminary candidates in February ahead of the 21st general election.

● Former criminal candidates with a fine of over 1 million won 35.7%

As of April 1, the total number of candidates registered with the Central Election Management Committee was 1,425 with a total of 1,117 districts and 308 proportional representatives. Among them, 35.7% and 509 candidates had a criminal fine of over 1 million won (based on the submission by the NEC). At the time of the analysis of the prospective candidate a month ago, it was 31.3%, but in the finals, the ratio of former candidates was higher.

In proportion to the regional district, the largest number is 18 cases. Candidate Choi Jong-ho, who is proportional to number 4 of the Korean Economic Party. The Korean Economic Party was founded in the name of 'Pro-Korean Unification Party' four times ahead of the 2016 general election, and the incumbent lawmaker Lee Eun-jae joined the party and became a party in the hospital. Candidate Choi reported 18 cases of fraud and 6 cases of drunk and unlicensed driving. Candidate Choi explained, "I ran into a company, and as a CEO, I had a problem, and the fine criminal record increased." He said, "I never thought about excuses for driving, and I did something wrong."

It was followed by candidate Kim Young-ho (representative), who was the most popular candidate during the preliminary candidates, such as candidate Kim Dong-woo (Ansan Danwon-gap). Candidate Dong-Woo Kim served as the head of the Delegation of the KCTU, and Young-Ho Kim was the chairman of the National Federation of Farmers' Associations. The former and most of the two candidates were violating laws related to assembly and protest. Candidate Dong-Woo Kim said at the National Assembly in early February, "I walked on an unshy path, and I am sorry that even the history of the people I was with will be denied by the scarlet letters."

How about by political party? The national revolutionary dividend dividend (hereinafter referred to as the dividend dividend) of CEO Heo, who had registered more than 1,000 preliminary candidates, was also the highest candidate. 257 people in proportion to the region. The Democratic Party (hereinafter the Democratic Party) and the Future United Party (the United Party), the first and second parties in the park, were followed by 253 and 237. It was because they did not give a proportional candidate while creating a satellite party, but in the regional district, it was the first Democratic Party and the second United Party.

Democrats and dividends each had the highest number of candidates with 100, respectively, followed by United Party, Justice Party, and People's Party. The ratios were: the People's Party, the Justice Party, the Republican Party, the dividend party, the Democratic Party, and the United Party. People's Party and Justice Party were dominated by state crimes, such as violations of the National Security Law or the Gypsies Act.

● Sexual violence, forced harassment, prostitution ... 6 candidates for all sexual crimes

[March Trial] is a violation of the Special Act on the Punishment of Sexual Violence Crime (hereinafter referred to as the Sexual Violence Punishment Act), the Act on the Protection of Child and Adolescent Sex (hereinafter referred to as the Sub-Act), and the Act on the Punishment of Prostitution (such as the Sexual Punishment Act). Four of them registered as prospective candidates and were nominated for the finals.

● Murder, robbery, 5 persons, 134 people drinking or driving without a license

The murder and the attempted murder were one each, and the robbery was three. Candidate Sung-Ki Kim, a dividend candidate running for Seo-gu-dong, Busan, said he was sentenced to two years in prison for murder in 1982. Candidate Kim also registered as a candidate. Dividends claimed that Mr. Kim's murder record was wrongly recorded as a result of a traffic accident due to a traffic accident, but his registration was not modified. Candidate Kim is not responding to the coverage. Candidate Kyung-Lin Park, the seventh representative of the dividend dividend, also reported that in 1989, three years in prison and five years in probation were confirmed as a murder attempt. In addition to challenging the 3rd line in Gunpo, Gyeonggi-do, Democratic Party member Lee Hak-young registered for being sentenced to June 3 years in prison for robbery in 1979. Lee confessed before the election that he had infiltrated the home of a large corporation chairman to highlight the departure of chaebol II. Minjung Party candidate Lee Jong-nam (Won Mi-eul, Bucheon, Gyeonggi-do), who registered as a candidate for preliminary candidates, explained that it was punished because he was arrested as a robbery when he arrested a security guard during the student movement. Candidate Lee Myung-ho, a 12-time proportional to the Republican Party, submitted a record that he was sentenced to two years and six months in prison in 1981 for special theft and robbery. There was no contact with this candidate.


According to the Road Traffic Act, there were 134 candidates with a history of being punished with fines of over 1 million won for drunk driving and unlicensed driving. 26.3% of all candidates had a criminal record. In particular, eight candidates, including independent lawmakers running for Yeosu-gap, Jeollanam-do, were punished for drunk driving after passing the 'Yoon Chang-ho Act' on November 29, 2018.

● 19.1% of women candidates in regional districts, how many will enter?

One of the candidates' problems that [Mabujajakki] noticed was bias. More than half of the voters are female, and the average age of the citizens is 42.8 years old. Most of the candidates are male, and the average age is in the mid-fifties.

At the time of the prospective candidate analysis, the percentage of female candidates was 29.4%. At this time, men's bias became more prominent toward the mega-party, and the ratio of female candidates for the United Party was only 11.3% and the Democratic Party was only 13.0%.

In the finalists, the total number of female candidates was 382 and 26.8%. It was less than the preliminary candidate. Even with the combined proportions of half of the female candidates. Looking at the regional candidates, 213 were 19.1%, and proportional candidates were 169 and 54.9%. Democratic and unified women candidates who did not give proportional candidates while creating a proportional satellite party were 12.6% and 11.0%. The People's Party was close to half with 47.1%, and the dividend payout, which had the largest number of candidates in proportion to the district, was 77 in the district and 34.2% in the proportion of 11 women. Justice Party was 32.4%, Republican Party was 28.1%, and the Socialist Party was 17.3%. Dividend Dividends received 840 million won in women's recommendation subsidies for recommending more than 30% of the districts as women.

The number of women in the 20th National Assembly was 17.0%. How many women will be in the 21st National Assembly? It is highly likely that there will be no significant difference by looking at the candidate ratio.

● Twenties were also the oldest in the past.

The average age of 2,000 prospective candidates was 57.1 years. The candidates for the finals were averaging 54.7 years old, and even younger than the candidates. In the preliminary candidates, candidates in their 20s and 30s combined were 4.4%, but this candidate increased to 117 and 8.2%. In the case of the proportional representative candidates, the Socialist Party No. 2, the Citizens Party No. 1 and No. 5, and the Justice Party No. 1 and No. 2 were placed in their 20s and 30s respectively. It is highly possible that a member of the 20s, who had no one in the current National Assembly, will be born unless there is another change.

The largest was in his 50s. 45.0% of all candidates and 641 were in their 50s. The proportion of people in their 60s and older was also small. 413 people, accounting for 29.0% of the total. The youngest candidate was Shin Min-ju, a candidate for the Basic Income Party (Eunpyeong-eul, Seoul), born in 1994 and 25 years old. The oldest candidate was Park Jun-young (Seoul Jongno), a dividend dividend. Born in 1937, he was 83 years old. The two candidates are 58 years old.

The 20th National Assembly was the oldest National Assembly of all time, with an average age of 55.5 years. What will happen to the 21st National Assembly? If you look at the candidate average, it is highly likely that there will be no significant difference.

This general election is the first election to be held after the introduction of an interlocked proportional representation system to ensure that the party's approval ratings are more reflected in the number of seats in the National Assembly. However, by devising the trick of being a proportional satellite party, and the first and second parties in the park practiced, it has become a more dizzying election than the general election.
