The debate on the geolocation of the French to fight against the spread of the coronavirus is in full swing. The idea would be to aggregate data from mobile phones to facilitate the work of epidemiologists and anticipate the need for medical personnel. The process, already applied in certain countries such as China or Singapore, is also the subject of debate in France, as revealed by Europe 1 in this survey. Stéphane Richard, CEO of Orange, who started a collaboration with Inserm on this subject, was Thursday the guest of Europe 1 to talk about it.

"No individual tracing"

"It is not about your contacts, your photos, the sites you are looking at. It is metadata - therefore your geolocation -" which will be used, explains Stéphane Richard. Clearly, the idea is to know if by geolocating the French, while anonymizing them, we could better target the potential foci of spread of the virus. The virus spreading through human contact, the idea is to "aggregate this data by groups of 50,000 people", details the CEO of Orange.

There will be "no individual tracing," he insists. The aim is also to know, depending on where the populations are, how to allocate hospital resources. "We realize that the population of the inhabitants of Greater Paris has reduced by 20%, and there has been a 30% increase in the population on the Ile de Ré", underlines the CEO of Orange in based on telephone data. With such statistics, the authorities will thus be able to determine in which territories the number of carers must be increased.

Stéphane Richard wants to be reassuring: "The data will be stored for one year (...) these packages are completely erased". "There will be no surveillance of infected people," he said.
