Al-Ahmad outlined the groups excluded from workers in the vital sectors, which are available for movement during the implementation of the program, and include: workers in the energy sector, the telecommunications sector, the health sector, the education sector, the security sector, the police sector, the military sector, the postal sector, the shipping sector, and the pharmaceutical sector , The water and food sector, the civil aviation sector, the airports sector, the passports sector, the financial and banking sector, the government media sector, and the service sector, which includes gas stations and construction projects, through verification of business or identity cards.

He stressed that the work cards and identity cards of these people will be verified, and all legal measures will be taken against violators, which include severe fines and imprisonment for violators.
