A few days ago, the General Office of the State Council of China issued the "Opinions on the Implementation of Measures to Strengthen Employment Stability in Response to the Impact of the New Coronary Pneumonia Outbreak" (hereinafter referred to as "Opinions").

The "Opinions" put forward five aspects of policy measures.

The first is to better implement the employment priority policy. Promote enterprises to resume work and resume production, and cancel unreasonable approvals that restrict the resumption of work. Intensify efforts to reduce burdens and stabilize jobs, speed up the implementation of phased and targeted tax and fee reduction policies, and raise the standard for stable job returns for small, medium and micro enterprises. Enhance investment and industry-driven employment capabilities, and prioritize investment in industries with strong employment-driven capabilities. Optimize the environment for self-employment, deepen the reform of "separation of licenses and licenses", expand the coverage of start-up guarantee loans, and provide policy support to venture investment enterprises. Support multi-channel flexible employment, rationally set up a management model for street vendors without a fixed business place, support workers to rely on the platform for employment, and eliminate the urban and rural household registration restrictions for flexible employees in participating in the basic endowment insurance for enterprise employees.

The second is to guide migrant workers to safely and orderly transfer employment. Strengthen the labor dispatch guarantee for key enterprises, “point-to-point, one-stop” return to work services for migrant workers, and promote the mutual recognition of health information. Support the transportation, health and epidemic prevention involved in the centralized return to work. Support local employment nearby, and build a number of urban infrastructure and public service facilities in county towns and central towns. For the large-scale employment of the poor labor force, local governments can reward them with special poverty alleviation funds.

The third is to expand employment channels for college graduates. Encourage small and medium-sized enterprises to absorb employment, and provide one-time employment subsidies to eligible employees. We will expand the recruitment of state-owned enterprises, institutions, grass-roots service projects, and recruitment to the army, as well as the recruitment of graduate students and graduates. We will expand the scale of employment apprenticeships, and provide apprenticeships for the remaining periods to sign labor contracts before the probationary period. Fifth, improve vocational training and employment services. Carry out large-scale vocational skills training and implement special training for key groups such as migrant workers.
