The Emirates Fatwa Council issued a fatwa on the provisions of performing collective worship, given the necessity of the public interest in dealing with the emerging “Corona” virus (Covid 19), and the necessity of cooperation by all parties in the state to confront this disease and limit its spread, and given the necessity of obeying the guardian of Muslims in All instructions instructed.

In its fatwa, the council said: “It is legitimate for all groups and segments of society to fully comply with all health and regulatory instructions issued by the competent authorities in the state, in addition to taking all necessary measures to prevent the transmission and spread of the disease, and it is not legitimate to violate them in any way.”

He affirmed that “anyone who is infected with this disease or is suspected of being infected with it in public places, or going to the mosque to attend congregational prayer, Friday, or Eid, must be prohibited by law, and he must take all necessary precautions to enter him in quarantine, and he must adhere to the treatment prescribed by health authorities. In the state, so as not to contribute to the transmission of the disease to others ».

And he advised that «it is authorized to not attend the congregational prayer, Friday, Eid and Tarawih for the senior citizens (the elderly), and the very young, and those who suffer from symptoms of respiratory diseases, and everyone who suffers from weak immune disease, and perform the prayer in their homes, or their whereabouts, and pray the noon prayer instead of the prayer Friday".

With regard to Hajj, Umrah, and the Prophet’s visit, it is obligatory “for all to abide by the instructions issued by the government of the Kingdom of Saudi Arabia, based on its sovereign and legal responsibility to care for pilgrims, pilgrims, and visitors, and to help them in preserving everyone’s health and safety.”

The Council stressed that «all Shari’a must legally cooperate with the competent authorities, and provide the necessary support to them - each in relation to it - to limit the spread of the disease and eliminate it, and prevent the spread of rumors related to it, by limiting the collection of official information from the competent authorities, and missing the opportunity to Those who are stalking the security and stability of the state through the rumors they are promoting.

To that, the chief muftis of the Director of Ifta’s Department in Dubai, Dr. Ahmed bin Abdulaziz Al-Haddad, stressed that the suspension of prayers in mosques and prayer halls is consistent with the breadth of Islam, stressing that Islamic Sharia obligated referring to specialists in everything that they do not know as “the people of dhikr”, stressing The people of dhikr here are doctors, experts, and those who support them from specialists.

He said: “We must be the first to apply the guidance of Islam, which came by bringing interests and paying harm, and who came up with comprehensive legislation that addresses people's issues in every time and place. Or travel or so of excuses left.

He continued: «If higher instructions came, it is sure to take it on her face, and that is a lot good for all people, because looking at the interests of people and protecting them is entrusted to the shepherd, as he is responsible for his parish, and the rulers of the matter, may God bless them, have their responsibility after listening to the specialists and seeing the World Health Organization directives, it was not improvised, as you might think. ”

He explained that «what the world is experiencing today from the outbreak of the Corona virus due to an infection that may be hidden, so that the carrier does not feel it and transmits the infection to others while he does not feel, so it was necessary to take precautions and protect the whole for everyone, so he protects himself and protects others from this lurking evil ».

He reiterated the need to respond to the specialists, saying: “If the competent authorities in charge of people's health and caring for them say in words, their words must be taken seriously and applied in its text, so that people do not come in negligence.”

He added: «Islamic law has a capacity and ease, as there were many texts in such cases in which the license and capacity of people were received.

• The necessity for all parties to cooperate to deal with the disease, and to obey the Muslim guardian in everything he commands.

• Everyone must abide by the instructions of the Saudi government, as it is legally responsible for the care of pilgrims and pilgrims.
