“The amendment to the Constitution does not mean that the word“ in a row ”is being restored or that all this is being removed. All these restrictions remain. We are talking about the will of citizens and the amendments that are in transition, ”said the parliamentarian.

According to him, the point is that “if the citizens, when adopting the Constitution,” say “yes” to the amendment, then in accordance with this amendment “the incumbent president has the right to become a presidential candidate in due time”.

On March 10, State Duma deputies passed a second reading of a bill to amend the Constitution, including a parliamentary amendment from United Russia, Valentina Tereshkova, allowing the incumbent president to participate in new presidential elections.

The proposal of Tereshkova during a speech in the State Duma was commented by Russian leader Vladimir Putin.
