The Secretary of State for Pensions, Laurent Pietraszewski, defends the choice to shorten the debates in the Assembly to have the reform adopted, referring to "a 49-3 rally" which "takes up almost all the demands of the majority" , in an interview with Les Echos.

The opposition did not decolour Sunday after the government's recourse to article 49-3 of the Constitution to allow the adoption at first reading, without a vote, of the bill establishing a universal pension plan with points.

"We made a 49-3 rally," said a contrario Laurent Pietraszewski, arguing that the text on which the government engages its responsibility "takes up almost all the requests of the majority" and "shows that the oppositions have been heard" .

Thus, "the Communist deputies have made specific requests on important subjects, such as the retirement of the sewer workers which justified guarantees", notes the Secretary of State. The government has in fact accepted a communist amendment which specifies that sewer workers recruited before January 1, 2022 can retire at 52 years of age.

The arduousness, it constitutes "one of the subjects on which trade unions and employers will have to find an agreement in conference of financing. In any event, this subject remains open, the debate is not finished", estimates Laurent Pietraszewski.

As for lawyers, "overall", they "are winners in the reform," he adds, citing the maintenance of their independent fund and the signage of "many revenues, such as pleading rights". "Now it's up to them to work to establish professional equalization," said the secretary of state.

The new version of the bill does not take up the article which referred to retirement savings and ratified orders resulting from the PACTE law on this subject: on the left, opponents had seen it as an intention of the government to develop funded schemes .

The deletion of this article constitutes "a request from the rapporteurs, and we did not want to mix up the distribution and these provisions on additional retirement. We will find another vehicle to ratify these orders", indicates Laurent Pietraszewski.
