March 01, 2020 The Government issued the Prime Minister's decree (Dpcm) on measures to combat the spread of coronavirus. A provision that is taken after consultation with the national Technical Scientific Committee (CTS), whose indications follow the evolution of the epidemiological situation. And considering the supranational dimensions of the phenomenon and the interest of several areas on the national territory, the goal is to ensure uniformity in the implementation of prophylaxis programs
processed in international and European headquarters. With the constant help of the scientific community: in addition to the Higher Institute of Health, the CTS has been strengthened with the involvement of the scientific societies involved in Coronavirus matters.

The decree is adopted after hearing the regions. The planned measures are valid from 2 to 8 March.

Measures divided into three areas
The Decree contains rules that apply only to the Municipalities of the Red Zones, others for all the three regions of Northern Italy most affected by the spread of the virus (Lombardy, Veneto and Emilia-Romagna to which are added the provinces of Pesaro-Urbino and Savona ) and others for the whole national territory. Some apply only to the province of Piacenza - in analogy with Lombardy - where the vast majority of positive cases are concentrated in Emilia-Romagna, due to the contiguity with the Lodigiano area, the most active outbreak in the country.

Compared to the previous ordinance of the Minister of Health in agreement with the President of the Region, the decree contains confirmations and news, is self-application and will not require further measures by the Region and Local Authorities. On the merits, the suspension of all organized events of a non-ordinary nature, as well as events in a public or private place, including those of a cultural, recreational, sporting and religious nature, even if held in closed places but open to the public, is confirmed. such as, for example, major events, cinemas, theaters, discos, religious ceremonies. In this sense, the decree essentially replicates the contents of the previous Speranza-Bonaccini ordinance.

The rules for places of worship
The opening of places of worship now finds a more specific discipline than the week that ends, being planned but conditional on the adoption of organizational measures such as to avoid gatherings of people, and such as to guarantee to visitors the opportunity to respect the distance between them of at least one meter Instead, as a novelty of the decree with respect to the ordinance, museums, libraries and archives, areas and archaeological parks, monumental complexes (i.e. the places of culture included in the Article 101 of the Code of Cultural Heritage and Landscape, referred to in Legislative Decree No. 42 of 22 January 2004). Openings, however, provided that contingent fruition methods are used or in any case such as to avoid gatherings of people, taking into account the size and characteristics of the premises open to the public, and such that visitors can respect the distance between them of at least one meter .

Stop for schools
The suspension of educational services for children and didactic activities in schools of all levels and degrees, as well as the attendance of school and higher education activities, including universities and institutions of advanced artistic, musical and choreutic training, courses have also been confirmed. professional, masters, courses for the health professions and universities for the elderly. Courses for doctors in specialist training and courses of specific training in general medicine, as well as the activities of trainees of the health professions, are excluded, without prejudice in any case to the possibility of carrying out remote training activities. It should be noted that, compared to the ordinance in force to date, the decree now speaks of suspension and no longer of closure, thus making it possible for ATA staff to access schools.

Only services at the tables in the bars
Catering, bars and pubs are allowed on the condition that the service is carried out for seating only and that, taking into account the size and characteristics of the premises, the patrons are enabled to respect the distance between them at least a meter. Commercial activities other than those just mentioned, can open by adopting organizational measures such as to allow access in a contingent manner or in any case suitable for avoiding gatherings of people, taking into account the size and characteristics of the premises open to the public, and such as to guarantee visitors the possibility of respecting the distance of at least one meter between visitors. These clarifications and limitations were not foreseen in the previous ordinance and were inserted on the recommendation of the Scientific Technical Committee.

Sports, no fans away
Also in Emilia-Romagna, sporting events and competitions of all kinds and disciplines are suspended, in public or private places. The holding of such events and competitions, as well as training sessions, is allowed inside sports facilities used behind closed doors. This measure essentially replicates the one already scheduled last week, to which is now added another one: supporters resident in ER, Lombardy and Veneto and in the provinces of Pesaro-Urbino and Savona are forbidden to travel, or to participate in events and sports competitions that take place in the remaining regions and provinces.

Limited access to the cable cars
It is allowed to carry out the activities in the ski areas provided that the operator provides for the limitation of access to the closed transport systems ensuring the presence of a maximum of people equal to one third of the capacity (funiculars, cable cars, gondolas, etc.) . This provision was also included in the decree with respect to the previous text. Furthermore: public and private insolvency procedures are suspended with the exception of cases in which candidates are assessed exclusively on a curricular basis and / or electronically. Competitions for health personnel are excluded, including state and qualification exams to practice the profession of surgeon, and those for civil protection personnel. These exemptions have been inserted at the request of universities and regions.

Hospitals, visitor access limits
Other measures: limitation of visitor access to hospitalization areas by hospital health directorates. Strict limitation of visitor access to guests in nursing homes for the non self-sufficient. Ordinary leave of health and technical staff, as well as staff whose activities are necessary to manage the activities required by the crisis units set up at regional level, are suspended. In addition, when conducting meetings or meetings, the methods of remote connection must be privileged, with particular reference to health and socio-sanitary structures, public utility services and coordinations activated in the context of the COVID-19 emergency.

In the provinces of Piacenza, Bergamo, Lodi, Cremona, the closure of medium and large sales structures and shops within shopping centers and markets, with the exception of pharmacies, parapharmacies and of food outlets. In the province of Piacenza and in Lombardy only the activities of gyms, sports centers, swimming pools, swimming centers, wellness centers, spas are suspended - except for the provision of services falling within the essential levels of assistance - cultural centers, social centers, recreation centers.

The decree then provides for measures valid throughout the national territory, therefore, obviously, also in Emilia-Romagna, where in any case they were already in force. Among these, promoting as much as possible the agile working method and the suspension of educational trips, exchange or twinning initiatives, guided visits and educational trips, however named, programmed by schools of all levels. University: students are not allowed to participate in educational or curricular activities. This also applies to the Institutions of Higher Musical Artistic and Coreutic Education. Activities that can be carried out, where possible, with remote modalities, identified by the same Universities and Institutions, also with regard to the specific needs of students with disabilities.
