According to him, one has only to remove such tension, "the people begin to relax on average."

Putin also said that in order to launch some major projects he had to poke on ministers.

He cited the example of the construction of a ring road around St. Petersburg, a bridge to the Russky Island, and a number of facilities in Sochi, which Alexei Kudrin opposed while he was the head of the Ministry of Finance.

According to Putin, Kudrin “was against every issue, for example,” and opposed the construction of the ring road in St. Petersburg.

“Together with Gref, the Minister of Economics and the Minister of Finance, they came to me twice. When I really clicked on them there, then they allocated money for the construction of the ring road around St. Petersburg, ”the head of state said.

According to Putin, this has always been argued by the fact that there are other more important tasks and you need to take care of the macroeconomic situation, you cannot unbalance the budget.

“But now he believes that there are enough resources, that macroeconomic and fiscal policies can be somewhat relaxed, the so-called bar for cutting off oil and gas revenues can be changed, and more of oil and gas revenues can be sent for, roughly speaking, for consumption,” he added.

Putin previously stated that the new government does not have a minute to swing.

In November, the president called on members of United Russia to work out solutions to problems in Russia on their own, and, if necessary, to “torment and shake” officials.
