Russian President Vladimir Putin said that the main task in implementing national projects is the integrated development of the country. It is very pleasant to watch the implementation of targeted projects, but this is not enough, it is necessary to achieve results "on a wide front," the head of state said in an interview with TASS for the project "20 Questions to Vladimir Putin."

“I need not cheers.” I need the country to develop - progressively, confidently, rhythmically and on a broad front, ”Putin said.

According to him, not everything was done in the first year of the implementation of national projects, but most of the tasks were completed - 26 out of 38. At the same time, the head of state agreed that in a number of areas the Russians did not feel the positive effect of the national projects. At the same time, he added that he personally controls all the projects, but “the most important integrator” is life expectancy.

“It reflects everything else. A decrease in mortality should also be an increase in life expectancy. By the way, here on these issues - both on cardiovascular, and tuberculosis, on the roads of road accidents - the number has decreased significantly dead, dead, deceased, ”the president said.

Putin called skepticism a good factor, since he "always pushes those who should achieve a concrete result." In addition, the Russian leader added that he was holding on to those responsible for fulfilling tasks on national projects.

“It needs to be shaken. People need to feel their responsibility. Must be under constant administrative pressure and stress. It’s just that my experience, quite serious, shows that it’s only necessary to remove this tension, immediately the people begin to relax on average, that's why I said that, ”Putin explained.

At the same time, he recalled that in order to launch some major infrastructure projects he had to “poke” at the ministers. So, this had to be done to implement the construction of the ring road around St. Petersburg, the bridge to Russky Island, and a number of facilities in Sochi.

In addition, the head of state pointed out the difference between national projects and state programs that have been implemented since 2006 under the leadership of then-First Deputy Prime Minister Dmitry Medvedev. He emphasized that specific tasks are being set, the volume of resources, including additional, as well as responsible persons, is being determined.

“We have never had such targeting before,” the Russian president said.

In May 2018, Vladimir Putin signed a decree “On National Goals and Strategic Tasks of the Development of the Russian Federation for the Period until 2024”. A total of 25.7 trillion rubles will be allocated for the implementation of national projects until 2024, of which more than 13 trillion rubles will be allocated from the federal budget, 7.5 trillion will be extrabudgetary sources, and 4.9 trillion will come from regional budgets.

On Thursday, February 20, Prime Minister Mikhail Mishustin, referring to the report of the Accounts Chamber, said that “inadmissibly a lot” of budget funds — 1.1 trillion rubles — were not spent in 2019. In particular, 253.8 billion rubles were not used in the section “national economy”, 236 billion rubles in the section “national defense” and 232.8 billion in the article “national expenditures”.

He also added that in 2020, officials managed to absorb only 12.2% of the funds allocated for national projects for this year.

“Our task is to ensure timely execution of the president’s instructions following the message and, accordingly, the implementation of national projects. But with such a tendency it will not be easy to do, ”the head of government noted.

In turn, the head of the Accounts Chamber Alexei Kudrin noted that Mishustin instructed the Cabinet to understand the reasons for what happened and identify the culprits. He also expressed hope that the new composition of the government will fulfill its obligations.

“It will take a month or two to really take stock of this report. I think that such decisions will be made by mid-April, at the time of the report of the government to the State Duma. By this moment, I think, the government will figure out the reasons and the culprits, ”said Kudrin.
