On Christmas Day, there was a concern about the girl to the social office. The same evening, social services and police visited the address. On Monday afternoon, they were there again. After that, no follow-up visits were made.

- We have as a routine to investigate if something tragic, like this one, occurs. We want to see if we have done everything right, says Yvonne Thilander, social director in Norrköping.

What can be the consequence if you find you have done wrong?

- A consequence may be that we need to clarify procedures, or that we must notify ourselves and ask Ivo (the Inspection for Health and Care) to come in and continue to review.

The social office's handling of the case is investigated according to lex Sarah and by staff from the health and care office.

Wanted the girl to stay in the family home

The girl was taken care of in the spring of 2016 when she was only a few days old. According to the care she had abstinence at birth and both parents suffered from mental illness and abuse.

In the spring of 2018, the social committee in Norrköping rejected the parents' request to get the girl back. The parents appealed the decision to the administrative court. There, the parents and a number of witnesses claimed that they had arranged their life.

The Social Committee fought for the girl to stay in the family home and the administrative court judged according to the committee's wishes.

The parents appealed to the Jönköping District Court, which made a new assessment and sentenced according to their will. In the spring of 2019, the girl was registered at her mother's address. On January 30, 2020, she was found dead.
