According to Klevtsov, the initiative of the Ministry of Industry and Trade is "de facto called the introduction of an environmental tax."
“But our transport tax is already included in the price of fuel and, moreover, we pay it annually. Now the Ministry of Industry and Trade is proposing to reform and convert the transport tax into an environmental one. But administering this system is completely impossible. Our ecology will become better when there are economic incentives for consumers to purchase new cars. But they don’t ride on the old ones because they want to spoil nature, ”he said.
Earlier, in the Ministry of Industry and Trade, from 2021, it proposed increasing the base rate of the transport tax on Euro-3 ecological class cars and lower.
According to the traffic police, at the end of 2018, 2.1 million Euro-0 cars were registered in Russia, the first - 651.5 thousand cars, the second - 2.6 million cars, Euro-3 - 4.8 million cars.
However, the environmental class is not installed in 14.3 million cars.
