A woman claiming to have a disability and cerebral edema questioned Russian President Vladimir Putin after a memorial ceremony in the former imperial capital of Russia and asked if it was possible, according to him, to live in Russia with a monthly income of 10,800 rubles (about 157 euros).

"I think it is very difficult," conceded the master of the Kremlin, whose monthly salary exceeds 770,000 rubles (11,215 euros), according to official information. The subsistence minimum, i.e. the sum considered essential by the authorities, is currently around 11,300 rubles (164 euros) for Saint Petersburg.

"Your salary probably reaches 800,000 rubles," launched the woman, questioning the president on the price of rent, purchases of quotient, prices etc, insinuating that the head of state must be foreign to the problems encountered by people disadvantaged.

"The president does not have the highest salary" in the country, retorted Vladimir Putin, before recalling that a series of measures aimed at increasing social benefits in Russia and improving the standard of living of Russians had to be put in place in place soon. "The state is doing everything it can do," said the Russian president.

Vladimir Putin created the surprise in January by proposing a constitutional reform which was accompanied by the resignation of the government and the appointment of a new Prime Minister, Mikhaïl Michoustine.

The latter pledged, upon his appointment, that the Russians benefit from "real changes for the better", while the Russian economy has struggled to recover since the start of the crisis in 2014, caused by Western economic sanctions and the fall in oil prices.
