Hamdan bin Mohammed amends some provisions of the "Dubai Plan 2040"

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, issued a decision regarding amending some provisions of the decision issued in 2018 regarding the Dubai Urban Plan 2040.

The amendment included the replacement of texts for some articles. The first of these was to form the Supreme Committee to oversee the project to prepare the Dubai Urban Plan 2040, and stipulated the formation of a high committee called the “High Committee for the Dubai Urban Plan 2040”, headed by the Director General and Chairman of the Board of Directors of the Roads and Transport Authority, in his capacity as the Commissioner-General on the path of infrastructure, urban planning and quality of life , The membership of the Managing Director and CEO of Dubai Electricity and Water Authority, the Director General of the Land and Property Department, the Director General of Dubai Municipality, the Director General of the Dubai Development Authority, the CEO of the Ports, Customs and Free Zone Corporation, and a representative of the General Secretariat of the Council Executive.

The amendment also specified the powers of the Supreme Committee, which includes general supervision of the project to prepare the Dubai Urban Plan 2040, and the work of the executive team and provide the necessary support and guidance to it, and take decisions related to the contractual aspects of the project, and the necessary decisions in all matters and matters submitted to the Supreme Committee of the executive team The person in charge of managing and implementing the project, seeing the results and outputs of the project and the proposed policies and initiatives on it, verifying their quality, and seeking the assistance of experts and consultants when necessary to provide advice on what is presented to the Supreme Committee, and raising them to a council Strategic Affairs in the Executive Board for approval, in preparation for adoption, as well as any other duties or powers of the committee assigned by the Chairman of the Board of Strategic Affairs of the Executive Board or Chairman of the Executive Board.

The amendment also included the terms of reference of the executive team assigned to manage and implement the project to prepare the Dubai Urban Plan 2040, and included: preparing documents for request for proposals to attract consulting companies to implement the project, including the scope of the consultation, the method of its presentation and the required timetable for its implementation, and presenting it to the Supreme Committee for approval, and studying the offers submitted by companies Consulting and evaluating them, and submitting the necessary recommendations in this regard to the Supreme Committee to take a decision regarding awarding the project implementation contract to the appropriate consulting company, and preparing the work plan and methodology of project development in cooperation with the executing company These project, and presented to the Supreme Committee for approval, and review of outputs and progress reports for the project, and raise the appropriate recommendations to the Supreme Committee for guidance on them.

The terms of reference for the project’s executive team, according to the new text, include: coordination and consultation with the parties concerned with the project, studying and evaluating its observations and recommendations, submitting them to the Supreme Committee for guidance on them, providing, collecting and analyzing data and plans received from the concerned authorities according to the project’s requirements, and proposing the necessary procedures for its implementation, and working to overcome Obstacles that may face the progress of work therein, and submitting the necessary recommendations in this regard to the Supreme Committee, in addition to any other tasks or powers that the executive team is entrusted with by the Supreme Committee.

One of the amendments related to the mechanism for appointing the reporter of the Supreme Committee, which is decided by the Chairman of the Supreme Committee, from among the employees of the Roads and Transport Authority, as well as the reporter of the executive team for the urban plan preparation project, which is appointed by the Director General of Dubai Municipality, from among the employees of the municipality, and it also included a detail of the tasks Assigned to each of the rapporteurs.

The latest amendments stipulated that the Roads and Transport Authority shall provide administrative and financial support to the Supreme Committee and to those who are hired by experts and specialists, to enable the Supreme Committee to perform the tasks entrusted to it according to the decision.
