It is noted that the project was developed on an initiative basis in order to optimize the list of documents that are provided by legal entities (participants in foreign trade activities) when applying to the Ministry of Internal Affairs of Russia and Roszdravnadzor to obtain the necessary permits for the import and export of narcotic drugs, psychotropic substances and their precursors.

In particular, it is proposed to exclude from the list of documents attached by legal entities to the application for obtaining the necessary permits, a copy of the extract from the applicant’s constituent documents, according to which the head or another person has the right to act on behalf of the applicant without a power of attorney, as well as reducing the time for making a decision on the issue or refusal to issue permits.

In December, the State Duma in the third, final reading adopted amendments to the laws on the circulation of medicines, which relate to the import into Russia of unregistered drugs and the interchangeability of drugs.
