The model for writing down student debt for those who have an academic degree and who choose to live and work in a municipality that has difficulties in recruiting the right skills has been taken from Norway. There, in combination with tax relief, the measure has made it easier to recruit necessary skills to localities and municipalities far from the larger cities.
Of the 60 municipalities in the country proposed to be covered by the measure, six are in Värmland. They are Torsby, Sunne, Hagfors, Munkfors, Eda and Årjäng.
