After being assigned to form the transitional government at the beginning of this month, observers questioned that Muhammad Tawfiq Allawi was able to do that away from political and party quotas as he pledged in his first speech after his assignment, due to pressure from political and party blocs demanding their shares of ministries under political agreements, amid leaks to keep some Adel Abdul Mahdi's cabinet ministers resigned.

The data indicate that Allawi has faltered in forming the government, due to political pressure, amid observers questioning Allawi's ability to address the demands of the factions controlling the parliament, which is required for approval of the government formation.

Independent MP Basem Khashan says, "Allawi will present party candidates but who are independent in order to deceive the people." Ali Allawi.

Khashan suggested to Al-Jazeera Net that Allawi would not be able to pass his government unless each party gave its share of the previous government.

Under the Iraqi constitution, Allawi will be required to form a government and present it to parliament within thirty days from the date of his assignment, and in case of his failure, the president must instruct another person to form the government within 15 days.

For his part, the head of the Center for Political Thinking, Dr. Ihsan al-Shammari, stated that Allawi is obligated to present his cabinet formation within the period prescribed by the constitution and obtain the confidence of Parliament.

He added that although Allawi sought to form an independent government and said that he had a government program, this delay indicates the possibility of him not being able to do so at the level of all ministerial portfolios.

Al-Shammari told Al-Jazeera Net that the pressures that Allawi is exposed to during his dialogues with the political forces may push him on two tracks. The first is to reach consensus according to the vision and interests of the parties, and this enables him to form his government team within the prescribed period, and the second, and in the event that he does not reach a consensus with these forces May be forced to apologize for the assignment.

Al-Shammari added, "Allawi may proceed to form his government from independents, thus putting parliament in a circle of embarrassment in front of the Iraqi people and in front of the protest arenas ..."

Unique government
In this regard, political analyst Najm Al-Qassab believes that the process of forming this government differs from previous governments due to political pressure on Allawi, especially after the Kurdish blocs spoke of not giving up their national merits or electoral merits, as is the case with the Sunni forces.

Al-Qassab told Al-Jazeera Net that Allawi may be able to negotiate with the Kurdish and Sunni blocs, but he will face difficulty in negotiating with the Shiite blocs "that they believe are heads and leaders" and are trying to impose their conditions on Allawi.

He added that if Allawi was subjected to a political bloc and not others in terms of maintaining portfolios from the previous government, he would embarrass himself, especially in front of the Sadrist movement leader Muqtada Al-Sadr - who has the support of the other parliamentary bloc - who threatened to withdraw support from Allawi if he yielded to the pressure of the parties in his cabinet. .
