For the fifth time since its creation in 2005, a National Conference on Disability (CNH) is held this Tuesday, February 11 at the Élysée. Chaired by Emmanuel Macron, several announcements should be made during this conference to allow "to improve the concrete life of people with disabilities".

Three main axes should be tackled during this conference. First, the schooling of disabled children . The objective is to follow, as part of the school, 60,000 more students with disabilities by the end of the five-year period. There are 361,000 currently.

As of the start of the next school year, all teachers will, for example, have a training module in the management of disability in their class.

During this conference, the focus will also be on supporting people with disabilities.

According to the government, each year nearly 500 families decide to move to Belgium, for lack of finding places in suitable accommodation centers in France. To meet these needs, 6,000 additional spaces should be created by 2022.

Finally, the issue of access to rights for people with disabilities will also be addressed. In some regions, the delays in obtaining an allowance are much longer than in others. To overcome these inequalities, each department should enter into a trust agreement with the State to guarantee a maximum processing time of three months.

For the moment, however, the cost of these first measures has not been communicated.

■ Macron wants to follow in the footsteps of Chirac

The date of the National Disability Conference was not chosen at random: 15 years to the day after the adoption of the Chirac law, which made it possible to develop the accessibility of schools, businesses and public places for disabled people.

With this choice of symbolic date, Emmanuel Macron wants to follow in the footsteps of Jacques Chirac. The former president - who died 4 months ago - was the architect of one of the most important disability laws, which he made one of the main causes of his second term.

As a hyphen, it is his daughter Claude Chirac who will speak this Tuesday, before Emmanuel Macron concludes the debates in the face of associations which expect a lot from this meeting. They want the aid, education or benefit systems for the disabled to be greatly improved.

By organizing this conference at the Élysée, Emmanuel Macron wants to prove to them that he takes the issue seriously. These announcements will not be empty promises, they will have time to be implemented before the end of the five-year term, argues the Élysée.

It is also a way for the Head of State to try to embody the "human" aspect of his presidency when he recently asked his own government " to show humanity ".
