His Highness Sheikh Ammar bin Humaid Al-Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, issued Decision No. (1) for the year 2020 regarding the Emirate of Ajman's Emiratization plan, it shall be enforced from the date of its issuance, and will be circulated to all concerned authorities. The decision is based on what was presented by the Director General of the Human Resources Department regarding Emiratization plans and initiatives in the emirate, and recommendations that support Emiratization policies.

The decision applies to all government agencies, which is any department, institution, body, agency, administration or any other facility that belongs to the government of the Emirate, and its budget is within its annual budget, and any other body that decides the local legislation issued to establish or reorganize it and subject its employees to the provisions of the Human Resources Law In the Ajman government, in addition to the independent entities, which are financially and administratively independent governmental bodies and institutions and finance their operational and capital operations from their own resources or operate on a commercial basis.

In the third article, the decision specified the jobs, targets and maximum duration of Emiratization, as it stipulated that all government agencies in the emirate must prepare and implement a job settlement plan as specified in the decision, so that the target for leadership and supervisory positions is 100% at the end of 2020, and specialized jobs according to the plan at the end of 2024, administrative positions and support services 100% at the end of 2020.

Article 4 of the decision stipulated that the independent authorities in the emirate are obligated to prepare the plan, so that the target for leadership and supervisory positions will be 75% at the end of 2022, and specialized jobs according to the plan at the end of 2024, and administrative and support services will be 80% at the end of 2022.

The decision included in the fifth article the general provisions that require government agencies and independent bodies to develop a plan for resettlement of jobs within 20 working days of the issuance of this decision, and to submit them to the Human Resources Department for review, and to make the necessary notes for amendment, to ensure compatibility and harmony with government decisions in the emirate, provided that Approval of the plan after review by the President of the Executive Council.

It is prohibited to appoint non-citizens in leadership and supervisory positions in government agencies from the date of the issuance of this decision, and the percentage of Emiratization in government agencies and independent bodies must not be less than what it is on the date of the issuance of this decision.

The decision called on all government agencies and independent bodies to raise the percentage of Emiratization annually by no less than 10% from the previous year to reach the target specified in the plan, and the percentage of Emiratization in government agencies in general must not be less than 80% by the end of 2020.
