This is stated in the commentary published on the website of the Russian Foreign Ministry.

The Ministry said that on February 6, the Director General of the OPCW Technical Secretariat submitted the results of an investigation into data leaks when preparing a report regarding the incident with the alleged use of chemical weapons in the Syrian Duma in April 2018. It is noted that two unnamed organization inspectors are accused of a number of violations, including the disclosure of official information.

The department said that the organization did not give an answer to the main question regarding whether the facts presented by the experts were consistent with the fact that the report was politically engaged to confirm the version of the chemical attack by the supposedly Syrian army.

The Foreign Ministry also claims that the leadership of the Technical Secretariat has completely withdrawn from discussion and answering numerous questions from delegations of OPCW member countries.

The ministry points out that the conclusion suggests itself that the briefing was designed to divert public attention from the egregious manipulations and abuses at the OPCW, which are not adequately appreciated due to the position of Western countries.

“There is only one goal - to finally transform the once authoritative and highly specialized technical international structure into an instrument for realizing the geopolitical plans of the United States and its Euro-Atlantic allies,” the Foreign Ministry said.

At a meeting of the UN Security Council in January, Russia provided evidence of falsification of the use of chemical weapons in the Syrian Duma in 2018.
