The lock-ups of Robin have been part of an action plan where the staff at the LSS housing estimated Robin's mood on a scale of one to seven. When the maturity has been at six or seven, it may have become relevant with the lock-in.

During a recorded meeting between Robin, Jessica and the property's current operations manager Johan Hammarström July 24, 2019, Robin repeatedly says that he thinks it is nasty when the staff locks, that he does not want the door to be locked.

“It was for the person's best”

Robin has difficult challenging behaviors, such as hurting himself or becoming outgoing. But in journals you can see that these behaviors decrease when he has adults close to him all the time.

- In very, very rare cases, we lock the door. For us, there is a big difference between whether you lock someone in or if you say you lock in someone, says Elisabeth Andersson, social manager in Gnosjö municipality.

Robin's trustee says it is Robin's doctor who has prescribed the lock-ups. The doctor, however, says that he absolutely did not recommend it. Assignment review contacts the person who should have handled the staff group and asks - nor does she say she has decided on the lock-ins.

- We are well aware that no one can lock anyone in. After all, there was a reason why we consulted with many and that we also played ball with IVO, because it is actually a very, very unusual decision we made. But that was for the good of the person, says Inger Adolfsson, former operations manager of the accommodation.

"We can lock the door"

Elisabeth Andersson, social manager in Gnosjö municipality, says that the municipality has received a promise from Lena Carp at IVO Southeast that they may lock Robin in and refers to a document from 2016:

"Lena believes that we can lock the door as described above if we use it restrictively and that we always document."

However, Lena Carp at IVO says that is not true.

- It's not the way I've expressed myself, as you describe it. It was in connection with a reasoning so I recognize it, but not to approve any kind of lock-in, we can never do that at the Inspection for Care and Care.

A preliminary investigation into custody and abuse is ongoing. The municipality today states that "the goal of not having to lock Robin since a while back has more or less already been achieved".
