The proposal means that so-called passive collection of money, begging, should not be allowed to take place in certain specific places. If the proposal is voted on, the ban will start to apply from 1 April.

The issue will be up to a decision at the municipal council meeting on Tuesday evening.

Begging begging splits

- We do not think that begging is a way out of poverty, said the municipal council Hans Forsberg (M), in a previous interview with SVT News Halland.

Social Democratic Municipal Council Eva Borg will vote against the proposal.

- We do not experience any problem with the beggars, you can easily count them on one hand, I have a hard time seeing that would be a problem for our municipality. It's about not wanting to see the poor around you, I think it's awful. It is tragic if Kungsbacka becomes known as a municipality that faces this, she says.

Previous proposals were stopped

In the fall of 2018, M, together with KD, SD and the local party Kungsbackaborna, drove through the fact that police permits would be required for "passive fundraising" on streets and squares in Kungsbacka. The proposal was stopped by the Administrative Court, which said the area was too large, and that is after what the Moderates have now put forward a new proposal. This time, the proposal is designed according to how it was done in Vellinge in Skåne, where a ban has been imposed on a number of designated places in the municipality, mainly around grocery stores.
