When the feature was launched last year, the company said in a post, “Many applications and websites are available free of charge because they are ads-based. To reach people who are likely to be accused of what companies sell, these companies (including Facebook) are sharing data on people's interactions on their sites. The tracker displays the information Facebook collected about your activity outside the app during the past 180 days. Facebook obtains this information through its advertising partnerships with third-party applications and websites, which voluntarily inform Facebook of the identities of the people who visit it.

As for how the new feature works, Facebook has set an example of a clothing website that wants to display on Facebook advertisements for people interested in the new style of shoes, so websites and applications that share information with Facebook send information saying that someone on one of the devices looked at these shoes.
