January 28, 2020 "In the budget of the state for the financial year 2019, appropriations have been foreseen for the Ministry of Justice for over eight and a half billion euros (8,582,153,608.00 euros) and for this 2020 the latest Law the budget has foreseen almost nine billion (€ 8,901,562,458.00) ". For the judiciary, "even more resources, therefore, compared to 2018 and this has allowed us to put in place an unprecedented effort in terms of recruitment of the judiciary and administrative staff". This was underlined by the Guardasigilli Alfonso Bonafede in his annual report to the Chamber on the administration of Justice in 2019. "The amount of investments in question shows concretely that justice is no longer an ordinary budget item, but a real priority of the national order, "said the minister. "Without investment, any reform to deal with the difficulties and critical issues facing this sector would be doomed to failure."

The Guardasigilli recalled the "unprecedented effort in terms of hiring the judiciary and administrative staff": in May 2019 the first implementing decree was published for the revision of the organic plants of the Court of Cassation, increased by 70 magistrates. "The strong acceleration to the path already started on technological innovation has laid the foundations of a legislative policy of substantially speeding up civil and criminal processes and the general administrative system," he underlined.

Regarding the reform of the criminal trial "there is an open construction site, at the end of which the discussion table with the experts will be resumed" said the minister.

The knot of prescription remains
Minister Bonafede, in illustrating his report to the Chamber, did not touch on the subject of prescription, in which the debate is still very heated despite the numerous summits held at Palazzo Chigi and attempts by the President to mediate of the Council Giuseppe Conte. From the Guardasigilli, only a mention of the reform - which provides for the stop of the prescription from the first instance ruling - was made in recalling the innovations introduced with the 'Spazzacorrotti' law, "intervened - said Bonafede - in the fight against corruption, by inserting the undercover agent among the investigative tools, the so-called Daspo to the corrupt, the rules on transparency of party funding, the tightening of the prison regime after the final sentence and a new prescription regime that entered into force on January 1st 2020 ".
