The law "On state registration of vehicles", which entered into force on January 1, 2020, was prepared for about 10 years. Despite the special clarifications that the traffic police gave both before the start of the new year and after, there are still a lot of questions for motorists.

Car dealerships do not issue yet

On Thursday, Roman Mishurov, head of the department of supervisory activity of the State Traffic Safety Inspectorate of Russia, and Nikolay Sheyukhin, deputy department head, gave additional explanations to journalists.

Great excitement and, in part, confusion are associated both with the new provisions themselves, noticeably correcting the registration procedure established over the years, and with the fact that one of the most announced innovations in practice has not yet worked.

We are talking about the possibility provided by the new law for car dealers to carry out registration actions on behalf of buyers of new cars. By giving the car owner, along with the keys and the entire package of documents, a certificate of registration of the vehicle (STS), as well as a license plate, the seller eliminates the need for the client to personally apply to the traffic police.

In order to be able to provide such a service to customers, the dealer must go to a special register of the Ministry of Internal Affairs, providing for this a certain package of documents and having a specially trained employee who will inspect the purchased car directly in the cabin instead of the traffic police officer.

After entering the registry, the entire procedure for electronic data exchange between a car dealership and a traffic police unit for registering a vehicle will take about two days.

However, at the moment, not a single Russian dealer has entered the register - on Thursday representatives of the State traffic inspectorate reported that only 10 companies from three regions submitted applications throughout the country, and some of them had already been refused due to an incomplete set of documents. As noted in the traffic police, large players are still in a hurry to get to the new procedure and get into the registry.

However, the traffic police expect that already in the near future - at the end of January or in February - the first dealers will already be in the register.

Nevertheless, it is obvious that there is no mass influx from the side of the business and, probably, it will not be - getting into the register is fraught with a certain financial cost for the car dealer, which not everyone is ready to go to during the crisis in the Russian car market.

Choice

It is important to note that the ability to get a number right at the car dealership is an additional option that can give the dealer only some competitive advantage.

Motorists still had the opportunity to independently appear in the traffic police and, after assigning an alphanumeric combination of a license plate number, to receive metal signs both in the unit itself and from accredited "private traders". To date, 400 organizations included in the special register have a total of about 1,500 points for issuing plates.

An important nuance - to get metal signs directly in the traffic police from January 1 is possible only if the car is registered in the same region where its owner is registered.

This is due to the new rule, according to which license plates themselves will be clearly “attached” to the registration address of the car owner. Thus, as before, a citizen will be able to register a car in any department of the traffic police, but the system will automatically assign him a license plate number with the code for the "home" region, and you will have to go to the "private traders" for the signs.

All three of the above methods are approximately the same in cost. Only for registration right at the dealership, after the service works in practice, it will be necessary to pay not 2,850 rubles, but not more than 2,500 rubles - up to 500 rubles for the registration service itself and up to 2,000 rubles directly for the manufacture of metal numbers. The maximum tariffs are approved by the FAS, and in any region the dealer does not have the right to demand a large amount from the client.

According to the representatives of the State Traffic Safety Inspectorate, since the beginning of the year, about 25 thousand people have chosen the option of registering with the traffic police and receiving signs from "private traders".

The first was a resident of the capital, who on January 3 registered the car with the traffic police of Komsomolsk-on-Amur. The traffic police assigned him a “virtual” license plate with the Moscow region code and sent him to an accredited organization to receive the signs themselves.

How not to lose your rights

Meanwhile, when obtaining a license plate from "private owners" of car owners from the new year, the danger of losing their driver's license may lie in wait. This can happen if they, after assigning the number of traffic police, go behind metal signs driving a car without numbers.

The fact is that from January 1, the “10-day rule”, which is given to the car owner in order to register it after buying a car, has been clarified.

They consist in the fact that from the moment of purchase and until registration, the car owner, as before, is given 10 days, during which he can legally travel without numbers. But if the car is already registered in the traffic police, and the owner has not yet managed to get the numbers themselves, then driving it is strictly forbidden. In this case, the driver faces liability under Part 2 of Art. 12.2 Administrative Code, which involves a fine of 5000 rubles or deprivation of rights for a period of 1 to 3 months.

Thus, before registering, car owners who decide to make a license for private owners should consider logistics in advance. The media has already reported cases where car owners who were not familiar with all the nuances of innovations were forced to hire a tow truck to take their car from the registration department of the traffic police to the point where the signs themselves were issued.

At the same time, the traffic police on Thursday made an important clarification: when the registration service will work in car dealerships, there will be no such problems. Dealers will give out to buyers of new cars only a complete set, including STS and metal plates themselves, so customers will no longer have to hire a tow truck for a trip to the point of issue of numbers.

The traffic police also recalled that from January 1, it is impossible to register a vehicle for a person under 16 years of age. If the owner of the vehicle has not yet reached this age, it must be registered with one of the parents, guardian or trustee. When the owner reaches 16 years, this registration will cease at the initiative of the registration authority.

At the same time, when contacting the STSI, the authorized representative of the vehicle owner will be required to present the original passport of the car owner or a power of attorney certified by a notary for any registration actions.
