Prime Minister Mikhail Mishustin approved the new structure of the government apparatus, and also made a number of appointments. The corresponding order is posted on the website of the government of the Russian Federation.

The maximum number of employees is set at 1545 people. Such a number of employees is necessary for the functioning of the administration of the apparatus, as well as its departments and secretariats.

The head of the staff, previously appointed by Dmitry Grigorenko, will be able to have 11 deputies. Each of them oversees his field of activity. Valery Sidorenko was appointed to the post of first deputy.

In accordance with the order, Svetlana Andryushchenko, Olga Krivonos, Leonid Levin, Natalya Savina, Elmir Tagirov, Ilya Trunin, Alexey Uvarov, Olga Chepurina and Igor Shevchenko were appointed deputy heads of government apparatus. Thus, Krivonos and Uvarov retained their positions of deputies.

Nikolay Reshetnikov headed the secretariat of the prime minister.

The head of the Civil Society Development Fund, Konstantin Kostin, notes that the ex-colleagues of Mishustin were included in the government apparatus.

“Now he has carte blanche for personnel decisions and for certain decisions related to setting up the work of the government. We see a large number of appointees who previously worked with Mikhail Mishustin in the Federal Tax Service, in whose professional and business qualities he does not doubt, ”Kostin said in an interview with RT.

Recall that Mikhail Mishustin previously headed the Federal Tax Service. From this department, ex-deputy head of the Federal Tax Service Svetlana Andryushchenko, ex-head of the interactive services department of the Federal Tax Service Olga Chepurina and ex-head of the personnel department of the Federal Tax Service Igor Shevchenko came to the post of deputy head of the government apparatus. In addition, Boris Belyakov, formerly an adviser to the head of the tax department on issues of interaction with the press, became the prime minister’s press secretary, director of the press service department. Former head of the legal department of the Federal Tax Service Evgenia Bozhenova headed the department for ensuring the regulatory policy of the apparatus. The protocol of the new prime minister will be led by Natalya Savina, who previously also was an employee of the Federal Tax Service.

“These are people from his team, those with whom he worked before and believes that they are suitable for work in higher positions. Accordingly, he has personal ideas about their professional qualities. And this, of course, is very important for further work, ”the expert added.

Director of the International Institute for Political Expertise Evgeni Minchenko, for his part, notes that the new structure of the apparatus has expanded somewhat.

“I think that the upward trend in the number of deputies of the head of the apparatus began under Dmitry Medvedev. This is one of the prime minister’s main tools. I don’t see anything terrible in this, ”explained RT Minchenko.

The expert notes that the government team has replenished with high-class specialists.

“People have appeared in the apparatus who have sufficiently high managerial qualities. I would like to mention Leonid Levin, who, in my opinion, is one of the most professional managers in the country in the field of communications, ”said the expert.

Recall that earlier Levin was the head of the State Duma’s information policy committee and was a member of the Just Russia faction.

His professionalism is also noted by State Duma Chairman Vyacheslav Volodin. At a plenary meeting of the House on January 22, he stated that "Levin’s direction in the leadership of the government apparatus ... should increase the efficiency of work on a number of topics that we criticized." According to Volodin, the deputies have repeatedly noted that the government is "underdeveloped in the field of the digital economy" and this is a problem of a number of ministries.

“In this regard, no matter how hard it is, no matter how hard the Just Russia faction is, it was decided to delegate Leonid Leonidovich Levin to the leadership of the government apparatus,” Volodin emphasized

The State Duma on January 22 already decided to appoint Alexander Khinshtein, a member of the United Russia party, as the chairman of the committee on information policy, information technology and communications.

Other shifts in the government apparatus

In the department of the military-industrial complex, the post of director was retained by Nikolai Arkhipov. In the department of the formation of the state defense order, the head also did not change - Boris Nakonechny remained them.

The post of head of the department for the development of international cooperation was vacated, as she had previously been held by Elmir Tagirov. Now he is appointed one of the deputy chief of staff of the government. The department was headed by Viktor Kuznetsov.

The Department of Social Development has been transformed into the Department of Health and Social Development. The leader has not changed - Sergey Velmyaykin remains. They also retained their posts: Konstantin Panferov - head of the department of legal support, Andrey Ryakhovsky - head of the department of office work, Vasily Toloko - head of the department of economic development and finance, Alexander Valyaev - head of the department of protocol support.

Former head of the Cabinet’s Department of Management, Igor Smirnov, now headed the department of organizational and technical support for the government. The ex-head of the department for the preparation of texts of public speeches of the head of the Cabinet, Marina Volkova, stood at the head of the reference department of the Prime Minister. Pavel Stepanov, who previously held the post of Deputy Minister of Culture, was appointed director of the government's legislative support department.

Kirill Lysogorsky stood at the head of the industry department, Alexander Vishnyakov, the personnel department, and Evgeny Komar, the IT department. Maxim Stepanov, who previously held the post of first deputy head of the Moscow City Planning Policy Department, was appointed the head of the regional development and infrastructure department.
