As one of the authors of the initiative, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Sergey Vostretsov specified, such measures are necessary because of the criminalization of the collection services market, the growth of citizens' complaints about collectors because of threats, blackmail, psychological pressure from them, and a frequent absence reaction to this by law enforcement officials, Rossiyskaya Gazeta writes.

The deputy recalled that microfinance organizations collaborating with collectors are often illegally, without the written consent of Russians, transferring collection rights to issued collection loans with personal data of third parties specified in these agreements to collection agencies.

“We consider it necessary to prohibit the activities of organizations on the territory of Russia whose main type of activity is activity on the repayment of overdue debts, as well as to prohibit the lender from attracting other persons to engage with the debtor in order to return the overdue debts,” he said.

At the same time, Vostretsov noted the need for careful selection by banks and microfinance organizations of borrowers, rather than the distribution of loans to everyone in a row, in order to exclude the possibility of further application of all possible ways to return funds.

In December, Izvestia wrote that the Federal Bailiff Service reported a record increase in the number of allegations of unfair behavior by collectors.

So, in January - October 2019, FSSP specialists received 23.4 thousand complaints against debt collectors, which is 35% more than in ten months of 2018.

At the same time, the total amount of fines that the courts imposed for violations of the law on collectors increased by 48.5% and reached 91.9 million rubles.
