A platform of Congolese NGOs working for the defense of human rights demanded on Saturday January 18 in Brazzaville the resignation of Jean-Jacques Bouya, powerful Minister of Regional Planning in charge of major works. These NGOs are disgusted, among other things, by the landslide on January 9 of a part of the road to the cornice of the Congolese capital arranged for more than 72 billion FCFA (more than 110 million euros) there are less than four years thanks to Chinese pre-financing.

The collapse of part of the emblematic corniche route is certainly the consequence of global warming, but this phenomenon can in no way save the incapacity and guilt of certain Congolese leaders, according to Trésor Nzila, member of the platform NGO claiming the head of Minister Jean-Jacques Bouya.

Minister Jean-Jacques Bouya is responsible for driving the policy of major works in our country. And, we found that his policy is counterproductive; all it does as an action is ultimately unsustainable infrastructure. Faced with this situation, we are simply asking for his resignation, ”said Mr. Nzila.

Also a member of the platform, Jo Washington Ebina denounces for its part a bad practice of retrocommissions in public procurement. The commissions are too large and in the end the work is sloppy. This is the reality of the Congo and we can no longer accept this. That is why we are calling for the resignation of Minister Jean-Jacques Bouya, ”said Mr. Ebina.

It is since 2002 that Jean-Jacques Bouya is at the head of the general delegation of major works which is now an integral part of the Ministry of Regional Planning. This general delegation, recall the NGOs, coordinates all construction work whose funding threshold would be 500 million FCFA (760,000 euros).
