Mahmoud Mohamed - Tripoli

Member of the Supreme Council of State in Libya, Belkacem Dabars, revealed that the Emirati ambassador and his accompanying delegation in Moscow attended at the headquarters of retired Major General Khalifa Hifter and did not leave him during the negotiations on the draft cease-fire sponsored by Ankara and Moscow.

The Head of the Security Committee of the Supreme Council of State said in a special statement to Al-Jazeera Net, "It has been proven to us without a doubt that Hifter is hostage to regional and international powers in full, and he is just a puppet that moved from Cairo and Abu Dhabi."

Debre pointed out that the Al-Wefaq government said its words in the negotiations and took place without preconditions after sensing the grave dangers that might afflict the country and raised its responsibility to the Libyan people with all seriousness and firmness.

Dabars warned that Haftar will enter the Libyan file in the heat of foreign debates and understandings for his narrow interests after confusion and dependence on the foreigner in his positions, ruling that the Libyan parties will enter into dialogue rounds such as the Astana Agreement on the Syrian crisis.

Debre stressed that the Libyan and international parties in Moscow were facing a historic opportunity to bring peace and end the tragedies of war, displacement, displacement, systematic killing and destruction in Libya.

And Siala added in a special statement to Al Jazeera Net, "The Russian friends made a great effort to persuade Hifter and in the end he asked for a one-day deadline."

"I contacted today with the Russian Deputy Foreign Minister Mikhail Bogdanov and informed me that they are awaiting Haftar's response ... The draft paper so far is being offered for signature by the other side," he added.

Siala emphasized that the draft ceasefire had undergone some amendments on both sides during the negotiations until the formula became acceptable to all and capable of being signed, but the postponement of Haftar's signature may be to hold further consultations.

"The Turkish and Russian friends have told us that the amendments that Haftar requested were made on the paper during the negotiations, and also our requests were included in the draft," Siala said.

He described the flow of negotiations as very difficult and that it "took about six hours, during which the Al-Wefaq government delegation held extensive consultations with those standing on the ground and the parties supporting the government of national reconciliation."

He clarified that the ceasefire process in all areas of tension is continuous and welcomed by both sides, despite Haftar's refusal to sign the draft ceasefire agreement, noting that this draft is a detailed and supportive agreement.
