The deficit of the Andalusian Health Service (SAS) seems indomitable to govern who governs. Only in the last six months of the year that has just ended, the Andalusian public health system required funding injections that exceeded 322 million euros, of which a good part, almost 88 million, were deducted from the budgets of other councils and agencies and agencies that are part of the Junta de Andalucía.

According to the official data of the Ministry of Finance, Industry and Energy, the payroll of the health personnel - for good effect of the surgical shock plan - and the expenditure on material and medicines overflowed the SAS accounts last year. To the point that to cover those holes, the coalition government of the PP and Citizens has had to approve six budget modifications in a few months, from September to December and when the new executive had already approved its first budgets, the same that had to change.

Most of the extra money that arrived at SAS in those months came from the budgets of the Ministry of Health and Families itself, on which it depends organically. It was more than 230 million euros that was initially intended for the acquisition of material or machinery or buildings and that the team of Jesús Aguirre redirected to the public health system. And to that amount we must add the more than 87 million that ate the SAS of the budgets of other councils and agencies of the regional administration.

The files of these budget modifications, to which EL MUNDO de Andalucía has had access, confirm the hole in the SAS accounts and how this is caused, mainly by the payment of payrolls and, secondly, by pharmaceutical expenditure. In fact, the major modification approved in the last semester, in September, meant a transfer of 234 million euros, for the most part, to defray the cost in personnel of the crash plan of the waiting lists that put The Minister of Health is underway shortly after arriving as one of the star projects of the new Andalusian government.

The second major modification of the budget, in the month of December and for an amount of just over 24 million euros, was motivated by the expense in the dispensing of subsidized drugs in pharmacies. Of the 24 million that were injected into that file in the SAS, almost 21 million went directly to pay the pharmaceutical bill.

These modifications were accumulated in a special way in the last months of the year, in the last one to be more exact. To the point that five of the six budget modifications were concentrated in December , so that they served to adjust the accounts of the SAS and the accumulated deficit throughout the year.

Of other counseling

Of the more than 87 million that the Ministry of Finance cut from the budgets of other councils to transfer them to the SAS, the majority corresponded to the Ministry of Employment. The department headed by Rocío Blanco (Citizens) was the one who lost the most to wipe out the red numbers of the public health system, 24 million of his own budget plus another six million that were taken from the Andalusian Employment Service (SAE).

The Ministry of Finance is the second most contributed from its funds to the SAS, six million of its budgets plus another three from the Tax Agency, followed by the Ministry of Development, with almost 7 million, Equality, with almost 6 million, Economy, with almost 5 and Culture with 4.4 million euros. In addition, the government of Juanma Moreno Bonilla injected to the SAS fifteen million euros from the public debt of the Junta de Andalucía.

The Ministry of Health and Families, meanwhile, has been maintaining in relation to these budgetary modifications that are part of the "usual financial procedures." And, in line with the major modification approved by the PP and Cs executive in September, they stressed that the objective was only to strengthen public health care and the reduction of waiting lists.
