SVT News has told of people who have neglected animals for decades, despite animal bans and repeated contacts with authorities.

At the county administrative board's animal protection units, several people we have talked to describe the difficulties in stopping these people.

- A person who receives a letter usually adheres to it, but for those who do not seem to have any network around them, it is difficult. These are usually people who do not feel well, says Madeleine Beckman, county veterinarian at the County Administrative Board Halland.

Get new animals

The county administrative board can take care of the animals and notify the owners. But in a judgment, the punishment is low and often it doesn't take long before they get animals again.

- Some seem to be completely incurable. We can report concerns to the social but then we do not have much tools left in the box, says Madeleine Beckman.

On the outskirts of society

Jenny Larsson, also responsible for the animal welfare area at the county administrative board Gävleborg, also describes that it is often about people who are on the outskirts of society.

- They do not feel well and there is often a disease in the picture. We see it as often seen as an animal lover, but you can have a hard time saying no and difficult to limit the number. It is very rare that we come across people who knowingly make bad animals, she says.

There is a national register of people with animal bans. For the county administrative board, it is a high priority to make checks in people who are deemed to have a high risk of breaking the ban, but at the same time, there is no possibility to allocate all resources to a few individuals, according to Jenny Larsson.
