TV footage from the incident shows how Netanyahu was escorted from the scene he was on to campaign for an internal vote on who will lead the Likud Party in the future. He was then taken to a shelter while the sirens sounded across the city, but later returned to the scene.
Netanyahu's office has not commented on the incident.
No group has so far said to be behind the rocket attack from Gaza, which is controlled by the Islamist movement Hamas.
