The proposal is presented

  • On April 25, 2017, politicians in Karlstad Municipality announced that the Finnish company Muminworld wants to open a new theme park in Sweden and the discussions were about Skutberget in Karlstad.
  • The day after, on April 26, SVT reports that the county administrative board is threatening to stop the establishment. According to the county administrative board, a special exemption is required for the park to be built on the beach protected area. Two years later, however, they turn to the issue.
  • The reactions are many if the Moomin Plans and the association Skutberget's winners feel overrun. Various groups in social media are formed to take a clear position on the issue.
  • Nearly 2,000 Karlstads residents participate in a citizens' dialogue during the autumn of 2017 and propose how Skutberget can be developed. It forms the basis of a vision of what the "new" Skutberget should look like.

The criticism and the debate

  • In December 2017, 900 people demonstrate in the center of Karlstad. The message was “Skutberget should not be privatized. It is not for sale. ”In the summer of 2018, Skutberget's winners submit over 10,500 signatures to the establishment of the Moominland CEO. The municipal council Per-Samuel Nisser (M) thinks this is the "wrong method".
  • In January 2018, 27 researchers at Karlstad University will be writing a debate article in VF in which they criticize the feasibility study that is the basis for decision in the Moomin question. "Greedy, sloppy and not credible," says professor emeritus Bengt Starrin.
  • In February 2018, the new party "Karlstadspartiet - quality of life" (KPL) is formed on the initiative of the nature filmmaker Bo Landin. During the spring, a major quarrel occurs within the party, which results in parts of the board being replaced and a police report on, among other things, data breaches and defamation. In the municipal elections 2018, the party will receive three seats in the municipal council.
  • The Health Care Party is fighting the Moomin Plans and is running in the municipal elections. However, they do not get into the municipal council.
  • When SVT and the New Wermland newspaper make a joint investigation before the municipal elections, it turns out that six out of ten Karlstad residents are negatively positioned for a Muminpark on Skutberget.
  • In the fall of 2019, it appears that Karlstad Municipality has hired a public relations agency for the communication about the Moomin establishment. Peter Sörensen (KPL) raises the issue in an interpellation to the City Council where Per-Samuel Nisser (M) addresses the criticism.

The schedule and cost

  • In May 2018, the municipal management will present a timetable for the Moomin establishment: construction start 2020 and opening of parts of the park 2021. When the city building board presents the detailed plan, the timetable has been revised and the building is expected to take place by 2023 only.
  • The municipality's initial estimate of the investment cost is SEK 15 million. One year later, that figure has doubled and in October 2019, 50 million will apply. But there is no exact figure.
  • The Moomin World in Naantali has a turnover of EUR 7.4 million, but at Skutberget, CEO Tomi Lohikoski says that sum needs to amount to almost EUR 10 million for the business to go around. Then they need at least 250,000 visitors a year.
  • June 12, 2017 Business Värmland presents a feasibility study on the benefits of a possible establishment on Skutberget. The Moomin country in Karlstad is estimated to generate 250-300 jobs. One year later, they release a calculation saying that a Moomin World can be expected to draw up to 300,000 visitors per year.

decisions

  • May 16, 2018 Karlstad's political majority presents the detailed plan for the Moomin Park and the new vision of the future Skutberget.
  • The detailed plan and vision are based on consultations and a record number of local residents think.
  • On October 5, Karlstad Municipality buys properties on Skutberget right next to the area where a Muminland is planned.
  • On October 16, a disagreeable city building board says yes to the detailed plan.
  • On November 12, the local council voted in favor of the detailed plan. V and SD reserved the decision.
  • The Environmental Party first says yes to moving forward with the Moomin Plans on Skutberget. In the fall of 2019, the issue is raised again within the party and a new decision will be taken on November 28, with the same outcome.
  • The Social Democrats are also taking up the decision again. A vote in the party's highest decision-making body risks dropping the detailed plan proposal in the municipal council - but at the members' meeting it is decided that S is still positive for a Moomin establishment.

On December 19, 2019, the City Council is expected to make a decision on the detailed plan.
