After all, the region's economy has been completely disastrous for many years. Today, the total deficit is around 1.5 billion. In order to manage operations, the Region has had to borrow money. It happened as late as November.

- The loan we took will then be sufficient for payments in December, says Siilverklo.

However, the last contact with the lender Kommuninvest gave a disappointing message. From there, there are no more loans, at least not right now.

- We are closely following the process in Östersund and we support the decisions they have made, says Björn Bergstrand at Kommuninvest.

The decisions taken mean that 160-180 posts will be removed next year.

- All calculations are based on our ability to do so and then 2020 becomes the first year that the loss trend is reversed. If that fails, we will face gigantic problems, says Silverklo.

The region's total loan from Kommuninvest currently stands at 433 million. So in the current situation, there is a halt for new loans.

The loan in November means that the region expects to do well this spring when healthy tax money flows in.

But if the forecasts are missed it will not be gracious. Could it even be the issue of forced management?

- No, there is no such thing as that. In some cases, I know that Kommunakuten had to move in. For us, then, there are no other ways than to ask our only knees for additional loans, says Tom Silverklo.
